In light of the Arab Spring and after days of public quarreling that highlighted the divisions among NATO’s members on an agreement to give command of the "no-fly" zone in Libya to the Alliance, it is evident that the U.S. is having problems engaging with its European allies and partners. Why is this happening? Breaking away from the conventional way to study transatlantic relations, Serena Simoni uses a Constructivist theoretical lens to argue that the transatlantic partners’ changing identities since the early 1990s have influenced their political interests and, as a consequence, their national security policies. Contemporary divergences are a notable byproduct of these transformations. By focusing on cases of disagreement (i.e., NATO’s enlargement, the International Criminal Court, and Debt Relief for Africa), this book shows how since the 1990s, the US has started to see itself as the actor carrying the international defense burden, while the European Union has developed an image of itself as the actor in charge of humanitarian efforts, which generally entails diplomacy rather than military efforts. Contemporary cases of disagreement as the Arab Spring, Libya, and Foreign Assistance in Africa illustrate how redefined national identities continue to alter the course of transatlantic relations. There is great power in the use of words: words create most of what we consider to be real and true. Framing our words and narratives is thus a tool of power – but a power that also comes with limitations. This intriguing issue is the topic of Framing the Threat, an investigation of the relationship between language and security and of how discourse creates the scope of possibility for political action. In particular, the book scrutinizes and compares the security narratives of the former US presidents George W. Bush and Barack Obama. It shows how their framings of identity, i.e., of the American ‘self’ and the enemy ‘other’ facilitated a certain construction of threat that shaped the presidents’ detention and interrogation policies. By defining what was necessary in the name of national security, Bush’s narrative justified the operation of the detention center at Guantanamo Bay and rendered the mistreatment of detainees possible – a situation that would have otherwise been illegal. Bush’s framings therefore enabled legal limits to be pushed and made the violation of rules appear legitimate. Obama, in contrast, constructed a threat scenario that required an end to rule violations, and the closure of Guantanamo for security reasons. According to this narrative, a return to the rule of law was imperative if the American people were to be kept safe. However, Obama’s framing was continually challenged, and it was never able to dominate public discourse. Consequently, Framing the Threat argues Obama was unable to implement the policy changes he had announced.

This book provides a framework for analysing the interplay between securitisation and foreign affairs, reconnecting critical security studies with traditional IR concerns about interstate relations. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. The book develops this argument and illustrates it by means of various European case studies. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. With its focus on insecurity politics, the book provides new perspectives for the study of international security. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. By the same token, by depicting national insecurity as a matter of political construction, the book also raises the challenging question of whether certain projections of insecurity may be considered more warranted than others. This book will be of much interest to students of critical security studies, European politics, foreign policy and IR, in general.
