This chapter describes a study conducted at the Swinburne University of Technology in Australia, in their School of Business. The study was to explore the applicability of a judgment-analytic decision support system to the assessment of the likelihood of an applicant being selected for admission to the School's Graduate Certificate in Business Administration (GCBA) program. The likelihood of a program administrator selecting a particular applicant is directly linked to the assessment of the likelihood of that applicant's success in the GCBA program. The purpose of this study, in effect, was to analyze the administrative judgment process in assessment of an applicant's likelihood of success in the program. THE PROCESS OF HUMAN JUDGMENT Human judgment is a process through which an individual uses social infonnation to make decisions. The social infonnation is obtained from an individual's environment and is interpreted through the individual's cognitive image of the environment. The. cognitive image provides a representation of the environment based on past experiences and training, and essentially predisposes the person to respond to social infonnation in predictable ways. An individual's policies or beliefs about the environment represent these patterns. Human judgments are based then upon one's interpretation of available infonnation. They are probability statements about one's environment and how one reacts to it. This condition leads to the human judgment process being inherently limited. It is fundamentally a covert process. It is seldom possible for an individual to accurately describe his or her judgment process accurately.

Following on from a consultation process, this White Paper contains a number of proposals based around three core principles: developing a unified approach to the historic environment; maximising opportunities for inclusion and involvement; and supporting sustainable communities by putting the historic environment at the heart of an effective planning system. The first section sets out legislative change and implementation arrangements for England; the second part cover implementation arrangements for Wales; and the third section covers legislative change effecting the marine historic environment across the UK. Proposals include: the creation of a single system for national designation to replace listing, scheduling and registering; the publication of new detailed selection criteria for national and local designation; responsibility for national designation devolved in England to English Heritage; improved public access to designation records through new internet portals, along with new consultation and appeal processes; new statutory management agreements for historic sites; clearer and enhanced protections for World Heritage Sites; and the introduction of a new statutory duty for local authorities to maintain or have access to Historic Environment Records.

The Committee's report examines the contribution of historic buildings to urban regeneration; the role and effectiveness of public agencies responsible for the built environment; the impact of the planning system and listing of historic buildings on urban regeneration; the role played by government departments to promote the historic environment; and fiscal and legislative reform options. The Committee concludes that regenerating historic buildings can reinforce a sense of local community and act as a catalyst for urban regeneration. However, historic buildings cannot be retained as relics of a bygone age, but new uses and sensitive adaptations allowed where the original use is no longer viable. The report highlights the shortage of conservation officers and the skills deficit in knowledge of regeneration and funding issues. It also call on the DCMS and the ODPM to working more closely together on their cross-cutting responsibilities, in order to boost the potential contributions made by historic buildings to the local economy. The current planning system is also criticised for causing delays and uncertainty, with developers being subject to as many as nine different regimes, including planning controls, listed building consent and conservation area controls.
