Since 1945, what ‘conservative’ means has troubled intellectuals, politicians and parties in the United Kingdom and West Germany. In Britain conservatism was an accepted term of the political vocabulary, denoting a particular tradition of political thought and practice. In West Germany, by contrast, conservatism was a difficult concept for the young democracy to swallow. It carried a heavy antiliberal and antidemocratic burden and led people to question whether there was a place for conservatism within democratic culture after all. The Guardians of Concepts scrutinizes the debates about conservatism in the UK and the Federal Republic of Germany from the late 1940s to the early 1980s. Informed by historical semantics, it conceives of conservatism as a flexible linguistic structure, and shows the importance of language for the self-understanding of many conservatives, who not by chance, have regarded themselves as the guardians of concepts. The intense national and transnational debates about the meaning of conservatism had far-reaching consequences and continue to influence politics today.

Democracy, Capitalism, and the Welfare State investigates political thought under the conditions of the postwar welfare state, focusing on the Federal Republic of Germany (1949-1989). The volume argues that the welfare state informed and altered basic questions of democracy and its relationship to capitalism. These questions were especially important for West Germany, given its recent experience with the collapse of capitalism, the disintegration of democracy, and National Socialist dictatorship after 1930. Three central issues emerged. First, the development of a nearly all-embracing set of social services and payments recast the problem of how social groups and interests related to the state, as state agencies and affected groups generated their own clientele, their own advocacy groups, and their own expert information. Second, the welfare state blurred the line between state and society that is constitutive of basic rights and the classic world of liberal freedom; rights became claims on the state, and social groups became integral parts of state administration. Third, the welfare state potentially reshaped the individual citizen, who became wrapped up with mandatory social insurance systems, provisioning of money and services related to social needs, and the regulation of everyday life. Peter C. Caldwell describes how West German experts sought to make sense of this vast array of state programs, expenditures, and bureaucracies aimed at solving social problems. Coming from backgrounds in politics, economics, law, social policy, sociology, and philosophy, they sought to conceptualize their state, which was now social (one German word for the welfare state is indeed Sozialstaat), and their society, which was permeated by state policies.

This is a history of 1968 written from a new perspective-that of center-right student activists in West Germany. Based on oral history interviews and new archival sources, it examines the ideas, experiences, and repertoires of center-right students in this age of protest. Writing these activists back into the history of 1968 and its afterlives -including student protest, cultural revolt, internationalism, debates about left-wing violence and the terror of the Red Army Faction, the memory wars of the 1980s and beyond - reveals that this was a broader, more versatile, and, ultimately, more consequential phenomenon than the traditionally narrower focus on a left-wing minority allows. Other '68ers demonstrates that we need a more nuanced history of the 1968 generation and of generational conflict during these years. Student activists comprised individuals from across the political spectrum, who often had very different ideas about what kind of a society they envisaged and how to address the shortcomings of West German democracy. 1968 was a moment of intense political conflict, but it also played out within the student body and nurtured contrasting identities. This book shows that the center-right involvement in 1968 had real consequences. Many of the protagonists of this book would go on to pursue high-profile political careers and leave their mark on West German political culturey. Other '68ers therefore sheds fresh light on how West Germany's center-right dealt with the crisis of hegemony and political identity it experienced in the wake of 1968, how it coped with generational change, how it transformed and modernized after losing power at the national level for the first time in 1969, and how it managed to re-emerge so successfully in the 1980s.

“The West” is a central idea in German public discourse, yet historians know surprisingly little about the evolution of the concept. Contrary to common assumptions, this volume argues that the German concept of the West was not born in the twentieth century, but can be traced from a much earlier time. In the nineteenth century, “the West” became associated with notions of progress, liberty, civilization, and modernity. It signified the future through the opposition to antonyms such as “Russia” and “the East,” and was deployed as a tool for forging German identities. Examining the shifting meanings, political uses, and transnational circulations of the idea of “the West” sheds new light on German intellectual history from the post-Napoleonic era to the Cold War.

Across the modern era, the traditional stereotype of Germans as authoritarian and subservient has faded, as they have become (mostly) model democrats. This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy – in Germany or elsewhere – cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.

German Angst analyses the relationship between fear and democracy in postwar West Germany. While fear and anxiety have historically been associated with authoritarian regimes, Frank Biess demonstrates the ambivalent role of these emotions in a democratizing society: in West Germany, fear and anxiety both undermined democracy and stabilized it. By taking seriously postwar Germans' uncertainties about the future, this study challenges dominant linear and teleological narratives of postwar West German 'success', highlighting the prospective function of memories of war, National Socialism, and the Holocaust. Postwar Germans projected fears and anxieties that they derived from memories of a catastrophic past into the future. Based on case studies from the 1940s to the present, German Angst provides a new interpretive synthesis of the Federal Republic. It tells the history of the Federal Republic as a series of cyclical crises in which specific fears and anxieties emerged, served a variety of political functions, and then again abated. Drawing on recent interdisciplinary insights generated by the field of emotion studies, Biess's study transcends the dichotomy of 'reason' and 'emotion'. Fear and anxiety were not exclusively irrational and dysfunctional, but served important roles in postwar democracy. These emotions sensitized postwar Germans to the dangers of an authoritarian transformation, and they also served as emotional engines of new social movements, including the environmental and peace movements. German Angst also provides an original analysis of the emotional basis of right-wing populism in Germany today, and it explores the possibilities of a democratic politics of emotion.
