In December 1999, the Boards of the World Bank and the International Monetary Fund approved a new approach to their relations with low-income countries. The approach was centered around the development and implementation of Poverty Reduction Strategies (PRS), which are intended to be country-driven and medium- to long-term in perspective, comprehensive and results-oriented, partnership-oriented, and built on broad-based participation. Against this tall order of business, experience to date has been varied, and much debate is ongoing on whether the approach can be considered more than "old wine in new bottles." This paper-based on the results of a thorough review of the five-year implementation experience-examines the implementation of the PRS approach from the point of view of participation and accountability. For some 50 countries adopting the approach since 1999, it discusses the factors which can facilitate the development of accountability and participatory governance mechanisms. Lessons learned from distinct country circumstances are analyzed, arguing that ownership of the PRS depends on the way countries and their external donor partners handle real tensions in the relationship between country ownership on the one hand, and perceptions of internationally-driven prescriptions on the other. The central message of the paper is that in several countries the PRS initiative has helped open up societies to forms of dialogue and contestability not previously experienced in-country or observed by external partners. This positive outcome, however, has been largely influenced by the extent to which the PRS process has reinforced existing trends and strengthened institutions already prone to open discussion of policy choices. The paper also shows that even in the best cases change has, to date, been largely in the area of process and that impact of participatory governance on policymaking, while emerging, is still a work in progress. The paper concludes with recommendations for how developing country societies might sustain real achievements in participatory governance and domestic accountability going forward, with external partners playing a key supportive role through harmonization and alignment.

The global financial and economic crisis of 2008, which clearly exposed the failures and gaps in the global economic and financial architecture, has made us realize that global economic governance still falls short of meeting the scale of today's challenges. It has also pointed out that due to the increasing interdependence of national economies in a globalizing world, no country (be it developing or developed) is immune to the crisis. Though developing countries are no strangers to financial crises, this was the first time that a great majority of them have been the collateral victims of a crisis that originated in the financial markets of the North. The systemic causes of the present crisis could ultimately be located within the fundamental weaknesses obtaining in the current global economic governance landscape that was established at the end of the Second World War. That the United Nations has a social and economic mandate and (in pursuance of that) it also has a legitimate and leading role to play in relation to global economic affairs as envisaged by its Charter has not been fulfilled. The Organs that would enable the UN to play such a role (most prominently the UN Economic and Social Council and other Specialized Agencies of it), have been downgraded to such an extent that they remain powerless to undertake this task. Instead, the institutions that frame the rules of the global economy and are controlled by the major advanced economies, namely the International Monetary Fund, the World Bank and the GATT/WTO have come to be the rule-setters in a number of areas of critical concern to the global economy including trade, finance and development. These institutions have long marketed the ideology of neoliberalism that not only is at odds with the values that UN stands for (equity, social justice, etc.,) it also has wreaked social havoc in developing countries.Against this background, this article argues that there is an urgent need for the UN to assume a central and pro-active role in global economic governance (as envisaged by its Charter) and that global economic institutions must be comprehensively reformed so that they can more adequately reflect changing economic weights in the world economy and be more responsive to current and future challenges and to strengthen the legitimacy and effectiveness of these institutions.

Can good governance be exported? International development assistance is more frequently being applied to strengthening governance in developing countries, and in Exporting Good Governance: Temptations and Challenges in Canada’s Aid Program, the editors bring together diverse perspectives to investigate whether aid for good governance works. The first section of the book outlines the changing face of international development assistance and ideas of good governance. The second section analyzes six nations: three are countries to which Canada has devoted a significant portion of its aid efforts over the past five to ten years: Ghana, Vietnam, and Bangladesh. Two are newer and more complex “fragile states,” where Canada has engaged: Haiti and Afghanistan. These five are then compared with Mauritius, which has enjoyed relatively good governance. Furthermore, they state that spending on health would not alone achieve the intended results in health without addressing governance. The District Health Administration (DHA), generally called the office of the Civil Surgeon in Bihar, India, is considered a bridging administrative unit from national and state government to the community at village level. Moreover, this is a full-bodied unit with management and the administrative power under the leadership of Chief Medical Officer/Civil Surgeon and Assistant Chief Medical Officer with various health programme officers and support staff. Although health service delivery is seen to have improved in Bihar in recent years, issues such as leadership, management, accountability and transparency would seen to be weak in the DHA. This study aims to recommend specific strategies to strengthen governance of the DHA in Bihar. In doing so, it first identifies and critically analyses the causes of poor governance of the DHA. Moreover, it reviews theories and documented effective examples of strengthening governance in the district level health systems in low and middle income countries. This study finally analyses various strategies for strengthening governance and outlines appropriate governance for the DHA in Bihar.To undertake this study, a framework for strengthening governance developed by Brinkerhoff et al. (2008) is used, which covers leadership and management capacity, accountability, community participation and transparency in decision making. The methodology primarily involves reviewing secondary data; however, a number of health and development professionals and legal experts were contacted to obtain a number of practical experiences.
