In 2019 and 2020 alone, sub-Saharan Africa was hit by a once-in-a-century desert locust upsurge and the COVID-19 pandemic while simultaneously facing conflict, droughts, and floods among other shocks and stressors. More than 60 percent of the population in sub-Saharan Africa depends on agriculture for food and income. Smallholder farmers, pastoralists, fishers, and foresters are the key change agents in restoring and improving livelihoods in Africa. By carrying out interventions that are both anticipatory and reactive, tackling the root causes of fragility, the challenges facing food security and nutrition can be addressed. In the effort to reach Zero Hunger by 2030, the transformation to more efficient, inclusive, resilient, and sustainable agri-food systems must be supported for better production, better nutrition, a better environment, and a better life, leaving no one behind. This publication highlights how FAO is working with partners and governments to strengthen the ability of communities in sub-Saharan Africa and food systems to withstand and rapidly recover from crises. The organization is contributing to safeguarding the livelihoods of the most vulnerable agro/pastoral households in sub-Saharan Africa through a range of activities, including capacity building, knowledge sharing, food security and nutrition analyses, and anticipatory actions. The achievements and interventions presented in this publication are not a comprehensive list of all of FAO’s resilience work in the region but rather provide an overview of what is being done to reach our common goal. This literature review explores how political, economic and resource management policies and programs can reduce forest degradation and increase the contribution of forest goods and services to sustainable livelihood strategies. In Ethiopia, studies indicate that forest dependency is strong throughout the country, but the importance of forest income varies across different regions and wealth categories. Research suggests that improving forest product market governance is key to strengthening forest livelihood resiliency. Recent experiments with forest governance devolution have shown mixed results in terms of improving forest conditions and livelihoods. Smallholder land certification has met with considerable success, whereas participatory forest management schemes have positive ecological outcomes but fall short in terms of livelihood gains. In South Sudan, civil war has limited the depth and scope of research on dryland forests and livelihoods. Food security analyses indicate that the importance of forest income varies by region and season. Markets are poorly developed and forest governance systems are weak in many parts of the country. Key threats to forest livelihoods in both countries include: shifting climatic conditions, large-scale population movements, large-scale land acquisitions and weakened governance institutions; and in South Sudan, continuing violent conflict. In Ethiopia, research and policy reform should focus on the relationship between forest rights devolution, livelihoods, forest management practices and forest conditions as well as on the impacts of demographic change on forest-based livelihoods, forest management and forest cover. In South Sudan, research should focus on documenting the impacts of conflict on forest-based livelihoods with an view to structuring humanitarian aid programs in ways that mitigate the negative impacts.

The research presented in this book demonstrates how an integrated ‘systems’ approach to farming in the watershed context increases the effectiveness of a production system and improves people’s livelihoods. It takes an integrated approach, using one watershed in Ethiopia as a ‘laboratory’ or model case study to focus on the interaction and interdependence between land, water, crops, soil, water harvesting, supplemental irrigation, forestry, socio-economic aspects, livestock and farm tools. A range of linked studies was conducted with active participation of the farming community and other relevant stakeholders, such as the local offices of agriculture and extension services. The starting point for the work was the premise that previous efforts to solve farming system constraints using a piecemeal approach or discipline-specific focus have not been successful. Thus, addressing agricultural and environmental constraints through a holistic approach enables the generation of comprehensive technologies to sustainably improve the natural resource base and livelihoods of communities. The authors discuss trade-offs and resource allocation, demonstrating how the environment can be protected while also improving productivity. A unique feature is the methodology developed for the selection of suitable fields and farmers to implement new approaches or improved technologies, to achieve production increases while reducing degradation of sensitive agro-ecosystems. It is also shown how the watershed scale is a valuable basis for assessing the protection of fragile lands.
