Social protection programs can provide enhanced opportunities to strengthen climate and disaster resilience of the poor and the marginalized population in Asia and the Pacific region. Climate and disaster risk is increasing in the Asia and Pacific region, exacerbating existing vulnerabilities and creating new ones. The adverse effects are felt most by the poor and the vulnerable. Social protection programs, when designed with climate and disaster risk considerations in mind, provide enhanced opportunities to strengthen climate and disaster resilience. This guidance note underscores the importance of strengthening climate change and disaster resilience through social protection programs and proposes a working framework for social protection programs to deliver on resilience outcomes-reduced risk, strengthened capacity to adapt, and enhanced residual risk management strategies to help recover from the adverse impacts of slow-onset and rapid-onset hazards.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Investing in Resilience: Ensuring a Disaster-Resistant Future focuses on the steps required to ensure that investment in disaster resilience happens and that it occurs as an integral, systematic part of development. At-risk communities in Asia and the Pacific can apply a wide range of policy, capacity, and investment instruments and mechanisms to ensure that disaster risk is properly assessed, disaster risk is reduced, and residual risk is well managed. Yet, real progress in strengthening resilience has been slow to date and natural hazards continue to cause significant loss of life, damage, and disruption in the region, undermining inclusive, sustainable development. Investing in Resilience offers an approach and ideas for reflection on how to achieve disaster resilience. It does not prescribe specific courses of action but rather establishes a vision of a resilient future. It stresses the interconnectedness and complementarity of possible actions to achieve disaster resilience across a wide range of development policies, plans, legislation, sectors, and themes. The vision shows how resilience can be accomplished through the coordinated action of governments and their development partners in the private sector, civil society, and the international community. The vision encourages “investors” to identify and prioritize bundles of actions that collectively can realize that vision of resilience, breaking away from the current tendency to pursue disparate and fragmented disaster risk management measures that frequently trip and fall at unforeseen hurdles. Improving household resilience is becoming one of the key focus and target of social protection programs in Africa. However, there is surprisingly little direct evidence of the impacts of social protection programs on household resilience measures. We use five rounds of panel data to examine rural households’ resilience outcomes associated with participation in Ethiopia’s Productive Safety Nets Program (PSNP). Following Cissé and Barrett (2018), we employ a probabilistic moment-based approach for measuring resilience and evaluate the role of PSNP transfers and duration of participation on households’ resilience. We document four important findings. First, although PSNP transfers are positively associated with resilience, PSNP transfers below the median are less likely to generate meaningful improvements in resilience. Second, continuous participation in the PSNP participation is associated with higher resilience. Third, combining safety nets with income generating or asset building initiatives may be particularly efficacious at building poor households’ resilience. Fourth, our evaluation of both short-term welfare outcomes and longer-term resilience suggests that these outcomes are likely to be driven by different factors, suggesting that optimizing intervention designs for improving short term welfare impacts may not necessarily improve households’ resilience, and vice versa. Together, our findings imply that effectively boosting household resilience may require significant transfers over multiple years. National safety nets programs that transfer small amounts to beneficiaries over limited time horizons may not be very effective.

Social Protection Programs for Africa’s Drylands explores the role of social protection in promoting the well-being and prosperity of people living in dryland regions of Sub-Saharan Africa, with a specifi c focus on the Sahel and the Horn of Africa. Based on a review of recent experience, it argues that social protection policies and programs have an important role in promoting the resilience of the people residing in these areas. Social protection programs, when well designed and carefully implemented at scale, can reduce vulnerability to droughts and other shocks and promote coping capacity. If present trends continue, by 2030 dryland regions of East and West Africa will be home to an estimated 429 million people, up to 24 percent of whom will be living in chronic poverty. Many others will depend on livelihood strategies that are sensitive to the shocks that will hit the region with increasing frequency and severity, making them vulnerable to falling into transient poverty. Social protection programs will be needed in the drylands to provide support to those unable to meet their basic needs. Some of these people will require long-term support, while others will require periodic short-term support because of income losses due to shocks (for example, crop failure following a drought) or as a result of lifecycle changes (for example, loss of a breadwinner). Safety net programs can increase resilience in the short term by improving coping capacity of vulnerable households. Rapidly scalable safety nets that provide cash, food, or other resources to shock-affected households can allow them to recover from unexpected shocks. Scaling up an existing safety net program can be far less expensive than relying on appeals for humanitarian assistance to meet urgent needs. Social protection programs can increase resilience over the longer term by reducing sensitivity to shocks of vulnerable households especially if combined with other development programs. Providing predictable support to chronically poor households and enabling them to invest in productive assets and access basic social services can effectively reduce these households’ sensitivity to future shocks, help them participate in the growth process, and take advantage of the investments made in agricultural and pastoralist activities proposed in the drylands.

FAO recognizes that those living in rural areas whose livelihoods depend heavily on natural resources, are disproportionately affected by climate risks because of their great likelihood of living in high-risk geographical locations as well as their high vulnerability to, and limited capacity to cope with, climate hazards due to low incomes, lack of savings, weaker social networks, low asset bases and heavy reliance on agriculture and natural resources. Protecting poor and vulnerable small scale producers from the negative impacts of climate risks is an imperative in order to reach FAO’s strategic objectives and achieve Sustainable development goal one and two. Managing Climate risks through social protection sheds light on social protection as an effective investment to safeguard the livelihood of small scale producers and strengthen their essential role in ensuring food security across the globe.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
