This handbook is an essential resource which brings into focus key advances, challenges and lessons learned in strengthening human resources for health (HRH) data and evidence as a strategic objective of implementing the Global Strategy on Human Resources for Health: Workforce 2030, the recommendations of the United Nations Secretary-General High-level Commission on Health Employment and Economic Growth, and in the achievement of the WHO Thirteenth General Programme of Work (2019–2023 (GPW 13) targets, for a measurable impact on population health and development. It also features the committed country efforts, catalysed by networks and partner investments, in strengthening HRH information systems and their growing success in implementing NHWA and other WHO normative tools. Nurses make up the largest segment of the health care profession, with 3 million registered nurses in the United States. Nurses work in a wide variety of settings, including hospitals, public health centers, schools, and homes, and provide a continuum of services, including direct patient care, health promotion, patient education, and coordination of care. They serve in leadership roles, are researchers, and work to improve health care policy. As the health care system undergoes transformation due in part to the Affordable Care Act (ACA), the nursing profession is making a wide-reaching impact by providing and affecting quality, patient-centered, accessible, and affordable care. The goal of eliminating disparities in health care in the United States remains elusive. Even as quality improves on specific measures, disparities often persist. Addressing these disparities must begin with the fundamental step of bringing the nature of the disparities and the groups at risk for those disparities to light by collecting health care quality information stratified by race, ethnicity and language data. Then attention can be focused on where interventions might be best applied, and on planning and evaluating those efforts to inform the development of policy and the application of resources. A lack of standardization of categories for race, ethnicity, and language data has been suggested as one obstacle to achieving more widespread collection and utilization of these data.
