Economic development in mainland China during the first two decades of Communist control provides a typical example for the difficult task to transform a vast underdeveloped agrarian economy into a modern industrial one. In the first half of this period, a series of massive transformations of social and economic institutions was accompanied by a drafted industrialization program; the result was an impressive speed-up in economic growth. The second decade witnessed an economic crisis (1960-62) and a political upheaval (1966-68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate. The Economy of Communist China reviews selected aspects of the economy. After examining the development strategy, it analyzes the quantitative trends and the structural changes. The book goes on to analyze the key factors contributing to the earlier growth and the elements responsible for the later disruption and finally assesses the impact of the Cultural Revolution on the Chinese economy and the prospects of the current Third Five-Year Plan. The text includes a bibliography of selected materials on Chinese economic development.

A picture of a relentless drive for industrialization at the expense of living standards is presented in this authoritative comparison of the economic development of China in the Communist and pre-Communist periods. The authors have made a quantitative analysis of the economy of the Chinese mainland from 1952 to 1959 and related it to accounts for 1933. Their interpretation differs dramatically from official Communist statements; and their findings cast serious doubt on Communist claims for annual increases in national income. For 1958, for instance, the official figure for the rate of increase was 34 per cent, but the true rate was probably nearer to 14 per cent. Originally published in 1965. It is a pleasant task to welcome the appearance of the American edition of Professor Willy Kraus' valuable work on the economic and social development of the People's Republic of China, first published in German in 1979. The book has been updated in the light of the events that have occurred since the original publication and incorporates the latest statistical information made available by the Chinese authorities with unaccus tomed liberality. The American edition, like its German predecessor, is a monumental achievement of scholarship, attractively presented. In its comprehensiveness, insight, professionalism and wisdom it ranks among the best studies of the subject. It will add to the knowledge of the specialist, and help the interested layman find his way through the complexities of contemporary China's socioeconomic system. Professor Kraus' work is a most timely and welcome addition to a better and more thorough understanding of an absorbing and important subject. June 1982 Jan S. Prybyla Professor of Economics The Pennsylvania State University University Park, Pennsylvania Preface This book deals with China's development policies. It is based on the original German edition (1979), "Wirtschaftliche Entwicklung und sozialer Wandel in der Volksrepublik China," but is not merely a translation of the German original. The rapid changes in Chinese policy within the last two years, together with a sudden deluge of official data on economic and social developments in the People's Republic of China, have called for a basic and comprehensive revision of text and statistics.

Professor Eckstein's book is a study of China's efforts to achieve rapid modernization of its economy within a socialist framework. Eckstein begins with an examination of economic development in pre-Communist China, specifically focusing on the resources and liabilities inherited by the new regime in 1949 and their effects on development policies. He then analyses the economic objectives of the Communist leadership - narrowing income disparities, maintaining full employment without inflation, and achieving rapid industrialization - and argues that the implementation of these goals required a potent ideology capable of providing a strong faith and motivational force for the mass mobilization of resources. In discussing the methods used by the government to achieve its aims, Eckstein makes a thorough evaluation of China's general framework for economic planning, particularly in regard to the distribution and pricing of farm products and the allocation of resources in the industrial sector. The author also evaluates the radical institutional changes in property relations and in economic organization in the People's Republic of China.
