Nonstructural ice control measures are used for reducing the frequency and severity of ice jam damages that do not rely on the use of a structure placed in the river. This report is a comprehensive review of current nonstructural ice control methods in use. Both advance measures and emergency response methods are addressed. where possible, the effectiveness of these methods has been assessed, and cost of application has been tabulated. In terms of development, some of these are still in their infancy, while others are well advanced in terms of available guidance and field experience. Nonstructural methods can be used to extend the operating envelope of structural measures and can play a role in an ice control strategy that uses both structural and nonstructural components to provide the desired results. There is little guidance currently available to predict the reduction in ice jam potential due to application of any of these measures. Further work in this area should focus on developing governing relationships that relate ice and river properties and meteorological conditions to ice jam potential and severity.

The primary purpose of a breakup ice control structure (ICS) is to retain a breakup ice run upstream of a traditional ice jam problem area and thereby mitigate ice-jam flooding. By controlling ice-jam location, breakup ICSs also can prevent ice-related scour associated with dam removals or contaminated sediment remediation projects. This report briefly describes basic ICS types, purposes, and advantages and disadvantages, and provides engineering design guidance for their use. The use of numerical and physical models to design these structures is illustrated through case studies. The report includes a checklist to help designers compile the necessary input data and to conduct the analyses needed to ensure successful designs.

Results of the Cazenovia Creek ICS model study showed that a 1.8-m(6-ft)-high weirequipped with nine piers and bordered by a bypass floodway is likely to retain ice well beyond the maximum recorded discharge for ice-jam floods since 1971. We feel confident that such a structure will prevent future ice-jam flooding of West Seneca and Buffalo, New York. This design was accepted by the U.S. Army Corps of Engineers, Buffalo District, and the structure is currently scheduled for completion by 1990. Once the structure is built, field data will need to be obtained in the following areas: Freeze-up and breakup conditions over several winters; Ice loads on the structure; Water levels immediately upstream of the ICS. These data are necessary for comparison with the results of the model study, and for future improvements in the design and techniques of hydraulic models involving ice processes. (edc).

Adhesion of ice to surfaces creates problems for many industries, including hydropower and navigation. At present, ice removal techniques are costly, hazardous, and time-consuming. and (1992) reported that at one hydropower station in Sweden, ice-related costs averaged $0.2 million per year over a 10-year period. At Corps of Engineer project, annual maintenance costs resulting from ice problems were estimated to be $33 million in 1992 (Haynes et al. 1993). Recent advances in deicing and anti-icing technologies have been evaluated in the laboratory and the field to assess further applicability for use at hydraulic structures operated by the U.S. Army Corps of Engineers. At Corps projects, considerable resources are expended annually to keep ice off steel and concrete structures to maintain operations through the winter months. Comparisons of the performance of these new technologies with current practice are given herein.

As part of the River Ice Management (RIM) program, several ice-affected, navigable rivers were studied to find locations where ice problems occur on a regular basis. The rivers studied were the Illinois River and the Ohio River and its tributaries, especially the Allegheny and the Monongahela. Several problem areas were found at river bends, islands, and locks and dams and were generally caused by having too much broken ice in the ship track. One site had a serious frazil ice problem. Ice control structures such as ice booms and deflector booms were investigated for use at certain locations. The report includes a list of 64 ice problem sites, 5 locks and dams that could benefit from ice control structures, and 3 proven structures that are technically applicable.
