How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The concluding section explains persistent variation in EU cohesion decision making and implementation.

This book focuses on territorial policies as instruments for local development in Europe’s periphery. Using a multiple-case research design in three typical case studies in the context of the Mediterranean island of Sardinia (Italy), we empirically test the hypothesis that the institutionalisation of the governance system is an independent variable that is capable of influencing the quality of public policy, intended as a dependent variable. According to this hypothesis, the two above-mentioned variables tend to change according to a linear and direct correlation: upward variation of the degree of institutionalisation of the governance system tends to correspond to upward variation in the quality of the policy, and vice versa. In our conclusions, we discuss the descriptive and prescriptive implications of the empirical findings of the research for the local development of peripheral areas. Regarding the descriptive implications, we explain how territorial policy-making can be articulated, based on the degree of institutionalisation of the governance system and the quality of the territorial policies. Regarding the prescriptive implications, we identify the best practices for territorial governance in order to improve the chances of local development in Europe’s periphery.

Urban and regional development in the Baltic States and other Central and Eastern European countries has experienced rapid changes since their re-independence at the beginning of the 1990s. Analysis and comparison of the priorities of the European Regional Development Fund (ERDF) and the European Social Fund (ESF) in the light of the overall objectives for the cohesion policies. For the funding period 2007-2013 the budget of the European Structural Funds is dedicated to certain objectives and financial instruments. Europe 1992, the market integration of the twelve European Community (EC) member states, has attracted widespread attention as an economic project of enormous importance. But though journalists and scholars have focused much attention on the economic aspects of Europe 1992, the program's impact on the governance of the EC has been largely ignored—even though the creation of a single market is intimately linked to changes in governance. With each member state having a very different institutional structure, the variation within the EC is far greater than that found in federations such as the United States. Though this variety adds to the complexity of consensus building among the members, it allows effective representation of diverse national interests and needs, thus making the EC a very strong, competitive force. To negotiate effectively with this "new" Community, international policymakers will need a greater understanding of how the EC will operate in the wake of the Maastricht Summit.
