This book makes a compelling case for reintegrating structural issues into agricultural and rural development policies, which have for the last 30 years over-focused on short-term issues. It shows how the liberalization of agriculture in many late developing countries has not in fact led to the development of the vibrant rural non-farm economy so often discussed in the literature. Neither has it led to a large-scale integration of agricultural producers into the global economy. Most producers remain engaged in traditional crops--mainly staples--and in traditional marketing systems characterized by limited contractualization. Yet in spite of these observations the book draws optimistic conclusions: there are a clear set of policy priorities that, if adapted to individual country contexts, can facilitate an enduring and productive rural transformation. The book is based on an in-depth seven-country study that surveyed 8,000 rural households. It specifically focuses on these households' activity and income structures in an evolving agricultural context marked by liberalization and trends of increasing economic integration. In doing so it reviews the very different levels (and trajectories) of rural diversification among countries at various stages in the structural transformation process. Among late developers, such as the countries of sub-Saharan Africa, a common observation is an incipient economic transition that is accompanied by a strong process of demographic transition. Consequently, growing cohorts of new labor market entrants pose a dramatic challenge. This new demographic structure offers a huge opportunity for growth if it can be accommodated, and if not it represents a serious political and economic liability. If overall economic diversification is the major avenue for change, sustainable growth, and job creation, then it is clear that agriculture and the rural economy will have a critical role to play in the coming two decades. Based on its investigation of existing rural realities, the book suggests several policy orientations. These include a clear need to focus on staples and family agriculture, to engage in targeted development strategies at the regional level, and to pursue a policy of "territorial development" that promotes strong rural-urban linkages at the level of rural localities, towns and districts.

The importance of property rights in providing the incentive to invest, work hard, and innovate has been recognized for centuries. Yet, many women in Africa do not have the same property rights or formal legal capacity enjoyed by men. Empowering Women: Legal Rights and Economic Opportunities in Africa documents the extent to which the legal capacity and property rights vary for women and men, and analyzes the impact this has on women’s economic opportunities. The book introduces the “Women’s Legal Economic Empowerment Database – Africa (Women LEED Africa).” This database covers all 47 countries in Sub-Saharan Africa, providing indicators and links to constitutions, ratified international conventions, and domestic statutes where there are gender gaps in legal capacity and property rights. It shows how and where, despite universal constitutional recognition of non-discrimination, many countries have exceptions in areas of marriage, ownership, and control over property and inheritance. With less secure property rights, women in these countries do not have the same ability – or incentive – to accumulate and control assets and thus to access finance or to grow their businesses. After laying out the various gender gaps in legal capacity and property rights, the book addresses the additional challenges stemming from legal systems with a multiplicity of sources of law. Overlapping legal systems themselves add uncertainty to defining women’s economic rights. The authors use case law to trace out the implications for women’s rights and to provide examples of effective reforms. The book recognizes that beyond de jure differences, women may face greater practical constraints in having their rights protected. This book spells out specific steps that can be taken to address gender gaps both in formal property rights and in practical constraints in accessing justice.

The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The way food systems have evolved over past decades means that they now face major risks, which in turn threaten the future of food systems themselves. Food systems have seriously contributed to climate change, environmental destruction, overexploitation of natural resources and pollution of air, water and soils. Despite the global average improvement in calorie production and major development of the food and agricultural product markets, huge inequalities in food access and repartition of the added value have emerged, leading to new serious nutritional and social problems. Based on a review of the most recent scientific knowledge, this report emphasizes Low-Income and Lower Middle-Income countries where the population faces greater challenges than elsewhere. Different threats are adding up and there are few options to adapt or mitigate these combinations of risks. This is a call for all those - businesses, policy makers, consumers, funding agencies - who are engaged in food systems transformations to bear in mind their systemic aspects and their multiple outcomes and risks in order to be able to fashion more sustainable and equitable food systems. This paper empirically investigates the role of off-farm and non-agricultural activities in Myanmar’s rural sector, based primarily on the nationally representative MLCS 2016/17. We find evidence of extensive diversification: rural households are generating about 25 percent of their income on the farm; the remaining income comes from wage labor (34 percent), non-agricultural businesses (27 percent), and about 15 percent from passive sources (remittances and others). More than half of rural households engage in non-farm activities. Despite this large participation, the non-farm sector is informal and has yet to reach its full job-creating potential. Diversification is broad-reaching, and prevalent at all levels of income; however, wealthier households participate more heavily in the non-farm sector. Land constraints, household size, education levels, and gender all appear correlated with households’ propensity to diversify. Since the start of the twin crises, we continue to see significant diversification in rural incomes and all sectors – farm and non-farm – suffering very similar income shocks.
