This book examines how ruling elites manage and manipulate their political opposition in the Middle East. In contrast to discussions of government-opposition relations that focus on how rulers either punish or co-opt opponents, this book focuses on the effect of institutional rules governing the opposition. It argues rules determining who is and is not allowed to participate in the formal political arena affect not only the relationships between opponents and the state, but also between various opposition groups. This affects the dynamics of opposition during prolonged economic crises. It also shapes the informal strategies that ruling elites use toward opponents. The argument is presented using a formal model of government-opposition relations. It is demonstrated in the cases of Egypt under Presidents Nasir, Sadat and Mubarek; Jordan under King Husayn; and Morocco under King Hasan II.

The Christian Structure of Politics, the first full-length monograph on Thomas Aquinas's De Regno in decades, offers an authoritative interpretation of De Regno as a contribution to our understanding of Aquinas's politics, particularly on the relationship between Church and State. William McCormick argues that Aquinas takes up a via media between Augustine and Aristotle in De Regno, invoking human nature to ground politics as rational, but also Christian principles to limit politics because of both sin and the supernatural end of man beyond politics. Where others have seen disjoined sections on the best regime, tyranny, and the reward of the king, McCormick identifies a dialogical structure to the text - one not unlike the disputed question format - whereby Aquinas both tempers expectations for the best government and offers a spiritual diagnosis of tyranny, culminating in a sharp critique of civil religion and political theology. McCormick draws upon historical research on Aquinas' context, especially that of Anthony Black, Cary Nederman and Francis Oakley, from which he develops three themes: the medieval preponderance of kingship and royal ideology; the relationship between Church and State; and the intersection of Latin Christianity and Greco-Roman antiquity. While age-old concerns, recent research in these areas has allowed us to move beyond simplistic platitudes. For scholars of political theory and the history of political thought, De Regno will prove fascinating for the interplay of Aristotelian and Augustinian elements, undercutting the conventional wisdom that Aquinas was simply an Aristotelian. De Regno also includes an extended treatment of civil religion, one of Aquinas’ most historically-oriented discussions of politics.

This book examines the success or failure of initiatives aimed at reforming regime structures in democracies, particularly their electoral and government systems. Through a comparative analysis of the several attempts at this type of reform in Israel over more than four decades, Gideon Rahat begins with the failed attempts at electoral reform in the 1970s and 1980s. He then analyzes Israel's successful attempt at promoting government system reform from 1988 to 1992. Finally, he compares the Israeli cases to cases of electoral reform in New Zealand, Japan, and Italy in the 1990s. While the book focuses on the Israeli cases, it places Israel within a comparative framework and makes an important contribution to the debate concerning the politics behind regime structure reform.

In sub-Saharan Africa, property relationships around land and access to natural resources vary across localities, districts, and farming regions. These differences produce patterned variations in relationships between individuals, communities, and the state. This book captures these patterns in an analysis of structure and variation in rural land tenure regimes. In most farming areas, state authority is deeply embedded in land regimes, drawing farmers, ethnic insiders and outsiders, lineages, villages, and communities into direct and indirect relationships with political authorities at different levels of the state apparatus. The analysis shows how property institutions - institutions that define political authority and hierarchy around land - shape dynamics of great interest to scholars of politics, including the dynamics of land-related competition and conflict, territorial conflict, patron-client relations, electoral cleavage and mobilization, ethnic politics, rural rebellion, and the localization and "nationalization" of political competition.

Originally published in 1963, this classic book is a rethinking of the history of Western political philosophy. Charles N. R. McCoy contrasts classical-medieval principles against the “hypotheses” at the root of modern liberalism and modern conservativism. In Part I, “The Classical Christian Tradition from Plato to Aquinas,” the author lays the foundation for a philosophical “structure” capable of producing “constitutional liberty.” Part II, “The Modern Theory of Politics from Machiavelli to Marx,” attempts to show, beginning with Machiavelli, the reversal and destruction of the pre-modern “structure” postulated in Part I. McCoy stresses the great contributions of Aristotle to political thought found in his more familiar Ethics and Politics, but also includes key insights drawn from Metaphysics and Physics. These contributions are developed and perfected, McCoy argues, by Augustine and Aquinas. Two other important features include McCoy’s epistemological insights into Plato’s work that will be new to many readers and the author’s juxtaposition of traditional natural law with “the modernized theory of natural law.” The modern account of autonomous natural law, in McCoy’s view, helps explain the totalitarian direction of key aspects of modern political thought. This classic volume on the origins of modern philosophical thought remains a standard in the field.
