The U.S. Army's Cold War focus on the Soviet Union has shifted to fighting smaller conflicts against less formidable foes. Today's Army is also 30 percent smaller than it was a decade ago. In spite of those changes, the composition of the Army has not shifted markedly: the service remains almost equally divided between active-duty and reserve soldiers. A question under debate is whether that composition is well suited to the Army's current role. The Army hopes to make its force structure better suited to its current mission by converting some of the combat forces in the National Guard to support forces. That change would eliminate some of the excess combat forces; but it would not enable the Army to get to regional conflicts more quickly than it can today, nor would it improve the Army's ability to carry out peacekeeping operations. Finally, because the Army's plan would not reduce the overall size of the service, it would not yield significant savings; therefore, the Army may have difficulty finding the funds to acquire the modem weapons it will need.

The author builds a case for his alternative force structure by using the cyclical nature of the Army's history in the 20th century and the lessons learned in Operation Desert Shield/Storm. The Federal Army is structured to perform forward presence, contingency operations and support base missions. In this thesis I examine the role of the National Guard in supporting current National Security and National Military Strategy. I argue that the global security environment has changed drastically since the end of the Cold War making "Homeland Security" a primary mission for the military, specifically the National Guard. Concurrently, the unprecedented number of overseas deployments to perform peacekeeping missions has severely affected the active Army's combat capability. I argue that the US Army has not embraced the requirements for "Homeland Security," focusing instead on maintaining its 10 active division force structure. To meet the needs of National Military Strategy, the active Army has instead relied on the reserve components to perform overseas peacekeeping missions. I argue that the National Guard has also looked to performing these missions as a method of institutional survival. Together, both components have undermined the Constitutional underpinnings of the Reserve Component as a strategic reserve, to be mobilized in cases of "war or national emergency." I argue that making "Homeland Security" a primary federal mission of the National Guard, along with restructuring current combat, combat support, and combat service support ratios will allow the National Guard to support National Military Strategy and "Homeland Security."

Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.

The author analyzes the role of landpower in the 170 smaller-scale contingencies conducted by the United States during the last decade. He divides such contingencies into engagement, enhanced deterrence, hostility, and stabilization phases, and discusses the military's role in each one. The author especially emphasizes the recurring problems in the planning, execution, and force structure for stabilization tasks, including nation-building. He concludes that, despite the desire of American leaders to limit military involvement in such missions, it is unavoidable because of the capability mismatch between military and civilian organizations, combined with the requirements of peace operations and the character of American soldiers. Recommendations include acceptance of some degree of nation-building as the Army's mission and adapting its force structure, training, and planning accordingly.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences.
