Dari segi antropologi “kebudayaan” adalah seluruh sistem gagasan, rasa, tindakan dan hasil karya yang dihasilkan manusia dalam kehidupan bermasyarakat, yang dijadikan miliknya dengan cara “belajar”. Dengan demikian semua tingkah laku atau tindakan manusia adalah “kebudayaan”, sedangkan tindakan-tindakan yang tidak dibiasakan dengan cara belajar sangatlah terbatas, misalnya dorongan naluri, gerakan refleks maupun tindakan diluar kendali. Manusia sebagai makluk sosial berkecenderungan membentuk kolektifitas atau kesatuan-kesatuan hidup yang biasa disebut Masyarakat, yaitu sekumpulan manusia yang saling berinteraksi secara intensif dalam pola tingkah laku yang menyangkut semua aspek kehidupan dalam batas kesatuan (wilayah) tertentu yang sifatnya khas, mantab dan berkesinambungan serta taat pada aturan-aturan istiadat.
