Privilege and the Politics of Taxation in Eighteenth-Century France, first published in 2000, offers a lucid interpretation of the Ancien Régime and the origins of the French Revolution. It examines what was arguably the most ambitious project of the eighteenth-century French monarchy: the attempt to impose direct taxes on formerly tax-exempt privileged elites. Connecting the social history of the state to the study of political culture, Michael Kwass describes how the crown refashioned its institutions and ideology to impose new forms of taxation on the privileged. This selection of articles is organized around three broad themes: the nature of the governing system in France ('Absolutism'); the political crisis of the mid-17th-century (the 'Fronde'); and the development of royal finance. The author first considers the growth of the French state in its ideological and institutional aspects, then the opposition such developments provoked, much centred on the figure of Cardinal Mazarin. In the last section particular attention is given to fiscal history, including a comparison of mid-18th-century France with the other states of Europe. To examine the long-run origins of democracy and dictatorship, Brian Downing focuses on the importance of medieval political configurations and of military modernization in the early modern period. He then looks at how medieval constitutionalism was affected by the "military revolution" of the early modern era--the shift from small, decentralized feudal levies to large standing armies. Downing won the American Political Science Association's Gabriel Almond Award for the dissertation on which this book was based.
