The purpose of the study is to provide an original analysis of the hydropolitical relationships of states that share international transboundary river basins. Previous studies have characterized hydropolitical relationships in terms of either conflict or cooperation. It is argued that coexisting conflictual and cooperative interactions characterize riparian relationships. The study develops an original conceptual framework, the Transboundary Waters Interaction NexuS (TWINS), and the TWINS matrix to examine evidence of dynamics of conflict and cooperation intensity changes in hydropolitical relationships. Based on constructivist theories, the TWINS framework focuses on the material and discursive structures that construct conflictual and cooperative interactions. Speech act theory (Austin 1962, Searle 1969), securitization theory (Buzan et al. 1998), constructivist notions of collective action developed by Wendt (1999) and the Framework of Hydro-Hegemony (Zeitoun and Warner 2006) inform the TWINS framework. -- The TWINS matrix is applied in three case studies: the Lesotho-South Africa relationship in the Orange-Senqu River basin; the Thailand-Vietnam relationship in the Mekong River basin; and the Nepal-India relationship in the Ganges River basin. The findings show that hydropolitical relationships change in conflict and cooperation intensities over time. No two relationships exhibited the same patterns and frequency of coexisting conflictual and cooperative interactions over water allocation and hydraulic development. However, it is shown that relative material capability and discursive power enable a hegemonic basin state to determine the pace of hydraulic and institutional development of bilateral water resources management.

A River Flows Through It: A Comparative Study of Transboundary Water Disputes and Cooperation in Asia explores water disputes in Asia and addresses the question of how states sharing a river system can be incentivized to cooperate. Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Over 90 per cent of the world population lives in countries that share a river basin with others. Freshwater resources are scarce and different nations, actors and users compete for limited resources in transboundary river basins; often conflicting with each other. Water is a resource with no substitute: it cannot be secured in sufficiently large quantities through long-distance trade deals; and, due to the interconnectivity of the hydrological system, the actions of one country in its water management have a direct bearing on the interests of neighbouring countries. For instance, in the Mekong River Basin, current hydropower and navigation developments in certain countries impact on traditional sources of income such as fisheries, and rice production in others. These kinds of changes in water use have given rise to conflict between countries in that region and others, but have also led, in some cases, to greater cooperation. The past few decades have seen a number of new agreements about the sharing of river resources and cooperation between riparian states. Negotiating for Water Resources explores the drivers of conflict and cooperation between states in transnational river basins. Drawing on extensive fieldwork and interviews on the Mekong, Danube and La Plata River Basins, the book provides a three level analysis across three case studies, including the regional framework (EU, ASEAN and Mercosur), the River Basin Organisations (ICPDR, MRC and CIC) and the micro-level. The key question of the book is: To what extent do power asymmetries prevent or inhibit cooperation between riparian states over water resources? This is linked to the question of how institutions contribute to mitigate competition for natural resources and how states interact in a multilateral arena. Overall, the book argues that cooperation in transboundary river basins is possible even where there are asymmetric power relations, challenging realist assumptions about competition and conflict over resources.

However, there is not an agreed upon definition of transboundary water cooperation in the literature or in practice. This book develops the Four Frames of Transboundary Water Cooperation, which is a neutral modular framework for developing context-specific explanatory definitions of transboundary water cooperation in basins and aquifers. The Four Frames of Cooperation are legal, institutional, relational, and outcome. However, we need to move beyond defining cooperation to understand better measures of the quality and effectiveness of cooperative processes. The Weighted Model of Effective Cooperation presents a first step in qualitatively evaluating the effectiveness of transboundary water cooperation. This model defines effective transboundary water cooperation and operationalizes a method to evaluate the effectiveness of cooperative processes over internationally shared waters. Effective cooperation emphasizes the relational and outcome frames of cooperation while working towards equitability and sustainability. Together, the Four Frames of Cooperation and the Weighted Model of Effective Cooperation will improve the understanding of cooperation and encourage a detailed evaluation of the quality, success, and effectiveness of cooperative processes.
