Smart Evaluation and Integrated Design in Regional Development puts forward an alternative approach to evaluation in spatial planning - one that focuses on ’territory’ and ’landscape’. The book introduces an innovative evaluation approach, namely Territorial Integrated Evaluation (TIE), a meta-evaluation methodology for designing regional development scenarios. A research team from the Politecnico di Torino applied this methodology experimentally to the practices of spatial planning in Trentino in order to aid the Province in a process of institutional innovation that is still going on today. TIE defines territorial scenarios serving the need for regional economic development as well as the conservation of nature and landscape. A cross-border region, Trentino has a special need to harmonize economic development with the exceptional and internationally renowned value of its landscape which includes the Dolomites, a UNESCO World Heritage Site. Therefore TIE set out to design regional development scenarios that integrated various topics - retail, tourism, infrastructures, nature and landscape. By testing out TIE in practice in this extraordinarily dynamic institutional context, the book makes a significant contribution to the discussion about newly emerging approaches to spatial planning that involve multidisciplinary vision, new paradigms in regional development, and institutional learning and capability in decision-making.

Additionally, the book can be used as a reference for planning practitioners and researchers when analyzing quantitative and qualitative data in urban and regional planning and related fields. The volume does not assume advanced knowledge of mathematical formulas. Rather, it begins with the essentials of research methods, such as the identification of the research problems in planning, the literature review, data collection and presentation, descriptive data analysis, and report of findings. Its discipline-specific topics include field research methods, qualitative data analysis, economic and demographic analysis, evaluation research, and methods in sub-disciplines such as land use planning, transportation planning, environmental planning, and housing analysis. Designed with instruction in mind, this book features downloadable materials, including learning outcomes, chapter highlights, chapter review questions, datasets, and certain Excel models. Students will be able to download review questions to enhance the learning process and datasets to practice methods.

Effective practitioners in any field understand that lessons from the past underlie successes in the future. Which practices have worked before and which haven’t? What does that teach us? Evaluating Urban and Regional Plans blends theory and practice to delineate the questions that planners need to ask as they shape the future of Canadian communities. Monitoring the outputs and outcomes generated by a plan – and gauging their impact – ensures that the planning function remains relevant, and that resources are used effectively, efficiently, and equitably. This invaluable resource offers a wealth of pragmatic guidance on plan evaluation processes and methods.

This volume gathers a selection of research contributions on Strategic Environmental Assessment (SEA), including theoretical and methodological studies and real-world case studies. It sheds new light on the respective steps in the procedure defined in the SEA Directive from theoretical and operational standpoints, intended to enhance the sustainability of plans and programmes adopted by local, regional and national authorities. Improving the legitimacy and transparency of decision-making in the field of environmental management was one of the goals that led the European Commission (EU) to adopt Directive 2001/42/EC on the assessment of environmental programmes’ effects. This book provides a multidisciplinary approach to SEA, and addresses the demand for policies and strategies to strengthen resilience through concrete measures to reduce energy consumption, mitigate pollution, promote social inclusion and create urban identity.
