La alianza entre grupos religiosos y grupos conservadores se ha valido de la instrumentalización del concepto de laicidad y ha puesto en cuestión su utilidad en América Latina. En varias orillas de la región, la laicidad se ha convertido en una categoría maleable, de la cual los sectores de derecha, religiosos y no religiosos, hacen uso para movilizar su agenda. Este concepto, sin embargo, encierra aún posibilidades para la defensa de minorías oprimidas y de la heterogeneidad religiosa. Las ideas de que todos los credos están igualmente protegidos, que el Estado debe abstenerse de intervenir en las creencias de las personas y colectividades, y que la visión de una institución religiosa no debe dominar el actuar estatal hoy están en amenaza y necesitan de acciones que las amparen.
