Beginning in the 1950s, an explosion in rural-urban migration dramatically increased the population of cities throughout Peru, leading to an acute housing shortage and the proliferation of self-built shelters clustered in barriadas, or squatter settlements. Improvised Cities examines the history of aided self-help housing, or technical assistance to self-builders, which took on a variety of forms in Peru from 1954 to 1986. While the postwar period saw a number of trial projects in aided self-help housing throughout the developing world, Peru was the site of significant experiments in this field and pioneering in its efforts to enact a large-scale policy of land tenure regularization in improvised, unauthorized cities. Gyger focuses on three interrelated themes: the circumstances that made Peru a fertile site for innovation in low-cost housing under a succession of very different political regimes; the influences on, and movements within, architectural culture that prompted architects to consider self-help housing as an alternative mode of practice; and the context in which international development agencies came to embrace these projects as part of their larger goals during the Cold War and beyond.

But since its early twentieth-century peak this dream has come to seem a dehumanizing nightmare. Henry Ford's assembly lines turned out a quarter of a million cars in 1914, but all of them were black. A historical study of Chile's twin experiments with cybernetics and socialism, and what they tell us about the relationship of technology and politics. In Cybernetic Revolutionaries, Eden Medina tells the history of two intersecting utopian visions, one political and one technological. The first was Chile's experiment with peaceful socialist change under Salvador Allende; the second was the simultaneous attempt to build a computer system that would manage Chile's economy. Neither vision was fully realized—Allende's government ended with a violent military coup; the system, known as Project Cybersyn, was never completely implemented—but they hold lessons for today about the relationship between technology and politics. Drawing on extensive archival material and interviews, Medina examines the cybernetic system envisioned by the Chilean government—which was to feature holistic system design, decentralized management, human-computer interaction, a national telex network, near real-time control of the growing industrial sector, and modeling the behavior of dynamic systems. She also describes, and documents with photographs, the network's Star Trek-like operations room, which featured swivel chairs with armrest control panels, a wall of screens displaying data, and flashing red lights to indicate economic emergencies. Studying project Cybersyn today helps us understand not only the technological ambitions of a government in the midst of political change but also the limitations of the Chilean revolution. This history further shows how human attempts to combine the political and the technological with the goal of creating a more just society can open new technological, intellectual, and political possibilities. Technologies, Medina writes, are historical texts; when we read them we are reading history.
