Diplomarbeit aus dem Jahr 2005 im Fachbereich BWL - Industriebetriebslehre, Note: 2,0, Universität Bayreuth, Sprache: Deutsch, Abstract: Seit Beginn der achtziger Jahre hat das Supply Chain Management als Ansatz zur integrierten Planung, Steuerung und Kontrolle aller logistischen Aktivitäten in einer Wertschöpfungskette steigende Resonanz erfahren.Die zunehmende Komplexität in der SC lässt die Koordination einer unternehmensübergreifenden Zusammenarbeit schwierig, teilweise unmöglich erscheinen. Dynamische Märkte, Produktionsvernetzungen, Globalisierung und steigender Kostendruck sind nur einige Gründe, weshalb sich die Wertschöpfungsketten immer neuen Anforderungen gegenübergestellt sehen. Konventionelle ERP- oder MRP-Systeme, deren Basis konzeptionell dem Stande der 60er Jahre entspricht, stoßen bei den steigenden Anforderungen im zunehmenden Maße an die Grenzen ihrer Leistungsfähigkeit. Deshalb wurden SCM-Systeme, auch bekannt unter dem Namen Advanced Planning System entwickelt, die eine Ergänzung zu den bestehenden ERP-Systemen bilden und das Leistungsniveau der SC erheblich steigern. Nach einer euphorischen Einführungsphase, in der sich SCM-Lösungen zu einem der großen Boommärkte weltweit entwickelten, sahen sich die APS-Anbieter in der zweiten Jahreshälfte 2002 mit sinkenden Wachstumsraten konfrontiert. Viele Anbieter boten ihre Softwarelösungen während des SCM-Hypes voreilig und mit überladenen benutzerunfreundlichen Funktionalitäten an. Andererseits handelten die Anwender oftmals zu überstürzt und ließen damit die Definition von klaren Zielen und die Optimierung veralteter Geschäftsprozesse in übertriebenem Vertrauen auf die SW-Technologie unberücksichtigt. Die Komplexität der Projekte, verbunden mit hohen Anfangsinvestitionen, langen Projektdauern und einem sich nur langsam einstellenden ROI waren weitere Gründe für den Einbruch sowohl in Deutschland als auch international. Die Abstimmung der Software auf die branchenbezogenen Bedürfnisse sowie eine realistischere Sichtweise der Anwender stabilisieren jedoch den Markt seit 2004. Mit dem Leistungsvermögen zur Steuerung der komplexen Strukturen und zur Planung und Koordination der Supply Chain, verbunden mit einem enormen Potential an Kostenersparnissen, bildet APS heute ein zentrales Bestandteil jedes zukunftsorientierten Unternehmens. Der Leitgedanke aller AP-Systeme ist eine „unternehmensübergreifende, intelligente Gestaltung, Planung und Steuerung“ der gesamten Wertschöpfungskette mit allen Chancen, die eine moderne IT-Technologie zur Unterstützung bei der Lösung von Planungsaufgaben und –problemen bieten kann.

Um heute in der produzierenden Industrie noch wettbewerbsfähig zu sein, ist es erforderlich, seine Produkte einerseits stets günstig, andererseits mit anhaltend hoher Qualität und Zuverlässigkeit liefern zu können, wozu eine optimale Ausgestaltung aller Prozesse entlang der Supply Chain eine entscheidende Rolle spielt. Traditionell erfolgt die Planung nach einem Sukzessivplanungsansatz, in dem jedes Unternehmen basierend auf den Entscheidungen der nachgelagerten Unternehmen separat plant. Durch diese Vorgehensweise ergeben sich jedoch bei einer Gesamtbetrachtung sehr schlechte Ergebnisse, welche unter Umständen nicht einmal durchführbar sind. Der Ansatz des Advanced Planning versucht durch eine unternehmensübergreifende Planung der relevanten Supply-Chain-Bestandteile die optimale Lösung des gesamten Systems zu finden, wodurch Kostenersparnisse sowie Umsatzsteigerungen erzielt werden können. Obwohl bereits seit Ende der 90er Jahre Software auf dem Markt ist, die es ermöglicht, Supply Chains unternehmensübergreifend zu betrachten und eine entsprechende zentrale Planung für die gesamte Supply Chain durchzuführen, wird diese bis heute meist nur in unternehmensinternen Bereichen (Planung für mehrere Produktionsstandorte o.ä.) eingesetzt, die möglichen Einsparungspotentiale werden also nicht erschöpfend wahrgenommen. Diese Arbeit untersucht die Ursachen der verhaltenen Adaption der neuen Advanced-Planning-and-Scheduling-Systeme (APS-Systeme) und zeigt auf, wieso der zunächst viel versprechende Ansatz der zentralen Planung über die gesamte Supply Chain sich in der Praxis nicht durchsetzen kan

Diese Definition des Supply Chain Managements (SCM) macht deutlich, dass SCM als Oberbegriff der Optimierung der Versorgungsketten steht. Stetig steigender Umfang sowie steigende Komplexität von SCM-Konzepten machen es erforderlich, den Fokus auf die standort- und unternehmensübergreifende Planung von Geschäftsprozessen zu richten. Derart aktuelle, auf eine unternehmensübergreifende zentrale Optimierung ausgerichtete SCM-Konzepte und ihre informationstechnische Realisierung werden als Advanced Planning Systems (APS) bezeichnet. Wesentlicher Vorteil dieser Systeme gegenüber den klassischen Produktionsplanungs- und Steuerungssystemen (PPS) und den Enterprise Resource Planning Systems (ERP), ist die standortübergreifende Unterstützung von Transaktionen, sowie die umfassende Entscheidungs- und Ausführungsunterstützung. Bei PPS- und ERP-Systemen wurde das komplexe Problem der Produktionsplanung in Teilaufgaben zerlegt. Die dabei angewandte hierarchische, sukzessive Abarbeitung der Teilschritte führte allerdings zu unbefriedigenden, teils undurchführbaren Ergebnissen, da fehlerhafte Planvorgaben nicht korrigiert werden konnten. Es traten Dissonanzen im Bereich der Produktion, des Bestandsmanagements, der Lagerung sowie des Transports auf. Diese führten zu überschüssigen Beständen, zu redundanten Kapazitäten und unvollständiger Ausnutzung der Ressourcen. Um diese Heterogenität zu handhaben waren Kapazitäts- und Bestandspuffer notwendig, welche heutzutage als inakzeptabel gelten. Sie sollen durch gesteigerte Planungsintegration im Bereich aller SC-Prozesse vermieden werden. An dieser Stelle finden APS-Systeme den Ansatzpunkt ihrer erfolgreichen Arbeit. Die vier Faktoren, welche die Entwicklung und Implementierung von APS entscheidend beeinflussen sind: der Planungshorizont, die Transparenz entlang der Supply Chain, die Berücksichtigung aller Ressourcen sowie die Verwendung der Ressourcen.
