The USDA Forest Service revises its Strategic Plan according to the 1993 Government Performance and Results Act (Public Law 103-62). The goals and objectives included in the Strategic Plan are developed from natural resource trend data (Forest and Rangeland Renewable Resources Planning Act) and public input such as the results from this survey. The purpose of this report is to present results from the second version of this survey (RMRS-GTR-95). A random sample of the American public was asked about their objectives for the management of public lands and beliefs about the role the USDA Forest Service should play in fulfilling those objectives. Major findings include, but are not limited to: (a) The public sees the protection of ecosystems and habitats as an important objective and role for the agency; (b) There is a lack of support for developing new paved roads; (c) Managing motorized recreation is a high priority objective; (d) There is support for allowing diverse uses; (e) On average, the public is neutral with respect to expanding energy and mineral production, timber production, and livestock grazing; (f) Reducing the spread of invasive species is supported; and (g) Using management tools to reduce wildfires is an important objective and an appropriate role for the agency.

The year 2005 marked the centennial of the founding of the United States Forest Service (USFS). Samuel P. Hays uses this occasion to present a cogent history of the role of American society in shaping the policies and actions of this agency. From its establishment in 1905 under the auspices of the Department of Agriculture, timber and grazing management dominated the agency's agenda. Due to high consumer demand for wood products and meat from livestock, the USFS built a formidable system of forest managers, training procedures, and tree science programs to specifically address these needs. This strong internal organization bolstered the agency during the tumultuous years in the final one-third of the century—when citizens and scientists were openly critical of USFS policies—yet it restricted the agency's vision and adaptability on environmental issues. A dearth of ecological capabilities tormented the USFS in 1960 when the Multiple-Use and Sustained-Yield Act set new statutes for the preservation of wildlife, recreation, watershed, and aesthetic resources. This was followed by the National Forest Management Act of 1976, which established standards for the oversight of forest ecosystems. The USFS was ill equipped to handle the myriad administrative and technological complexities that these mandates required. In The American People and the National Forests, Hays chronicles three distinct periods in USFS history, provides a summarizing "legacy" for each, and outlines the public and private interests, administrators, and laws that guided the agency's course and set its priorities. He demonstrates how these legacies affected successive eras, how they continue to influence USFS policy in the twenty-first century, and why USFS policies should matter to all of us.

The USDA Forest Service completed its Strategic Plan (2000 Revision) in October 2000. The goals and objectives included in the Plan were developed with input from the public, some of which was obtained through a telephone survey. We report results of the survey. Members of the American public were asked about their values with respect to public lands, objectives for the management of public lands, beliefs about the role the agency should play in fulfilling those objectives, and attitudes about the job the agency has been doing. The public sees the promotion of ecosystem health as an important objective and role for the agency. There is strong support for protecting watersheds. The public supports multiple uses, but not all uses equally. Motorized recreation is not a high priority objective, while preserving the ability to have a ''wilderness experience" is important. There is moderate support for providing resources to dependent communities. The provision of less consumptive services is more important than those that are more consumptive. There is a lack of support for subsidies for development and leasing of public lands. Preservation of traditional uses is a somewhat important objective. Development and use of the best scientific information enjoys wide support, as does information sharing and collaboration. A national direction for the management of National Forest lands is a slightly important objective. Increasing law enforcement on National Forests and Grasslands is an important objective and an appropriate role for the agency. The public has a strong environmental protection orientation, has a moderately strong conservation/preservation orientation, and supports some development.
