A provocative investigation into the root causes of the Ethiopian political upheavals in the second half of the twentieth century. During the 1960s and early 1970s, a majority of Ethiopian students and intellectuals adopted a Marxist-Leninist ideology with fanatic fervor. The leading force in an uprising against the imperial regime of Emperor Haile Selassie, they played a decisive role in the rise of a Leninist military regime. In this original study, Messay Kebede examines the sociopolitical and cultural factors that contributed to the radicalization of the educated elite in Ethiopia, and how this phenomenon contributed to the country's uninterrupted political crises and economic setbacks since the Revolution of 1974. Offering a unique, insider's perspective garnered from his direct participation in thestudent movement, the author emphasizes the role of the Western education system in the progressive radicalization of students and assesses the impact of Western education on traditional cultures. In 2013 almost half of Africa's top aid recipients were ruled by authoritarian regimes. While the West may claim to promote democracy and human rights, in practice major bilateral and international donors, such as USAID, DFID, the World Bank and the European Commission, have seen their aid policies become ever more entangled with the survival of their authoritarian protégés. Local citizens thus find themselves at the receiving end of a compromise between aid agencies and government elites, in which development policies are shaped in the interests of maintaining the status quo. Aid and Authoritarianism in Africa sheds light on the political intricacies and moral dilemmas raised by the relationship between foreign aid and autocratic rule in Africa. African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book examines the relationship between inequalities and identities in relation to an unprecedented state advocacy of "ethnic rights" in post-civil war Ethiopia. The analysis is set against the background of a dramatic state remaking by a rebellion movement (the Ethiopian Peoples Revolutionary Democratic Front - EPRDF) that seized control of the Ethiopian state in 1991, after a decisive battlefield victory over an unpopular regime. The new government of former rebels pledged to institute a new system of ethnic self-governance that celebrated ethnic diversity with a firm pledge to guarantee basic human rights. After twenty-five years in office, however, the Ethiopian government is challenged by the resilience of identity-based inequalities it sought to end, and by protests against its own policies and practices that intensified inequality. The events in Ethiopia, reverberating throughout the Horn of Africa, have inspired polarized debates between academics, policy experts, political activists, and the media. Data D. Barata contributes to this debate through a nuanced ethnographic analysis of why identities with distinct notions of inequality persist, even after being attacked and ideologically repudiated.
