Although independent since 1960, Chad has proved to be one of the least viable African states. Sustained politically and financially by other countries from the outset, Chad's internal warfare has made it the prey of external powers. Yet Chad has survived–an integral element of the Organization of African Unity's Pax Africana and of a peaceful trans-Saharan Africa. Its jeopardized survival is a shaky testimony to the continuing validity of the African continent's colonial-based states-system–underwritten by the OAU and the UN–and at the same time it provides a striking example of the cumulative effects of Africa's post-independence problems. Examining the state's internal weakness and the degree and nature of its foreign involvements, the author focuses on Chad's continuing dilemma: The outside support so crucial for viability is the very thing that undermines its international standing. The roles of Libya, France, the United States, the UN, the OAU, and the trans-Saharan regional subsystem are also analyzed as the author illuminates the quandary of supporting the state without aggravating its conflicts.

How do people survive and thrive in the uncertain and risk-prone Sahel? Land, Investment, and Migration seeks to answer this question through a long-term study of the people of Dlonguébougou in Central Mali. It uses a combination of infographics, satellite images, interviews, and survey data to present the strategies and fortunes of individuals and their families in this region over 35 years. In the early 1980s Camilla Toulmin spent two years in Dlonguébougou. She has since revisited to explore how climate change, population growth, new technologies, and land-grabs have been affecting the livelihoods and prospects of local people since. Land, Investment, and Migration: Thirty-five Years of Village Life in Mali brings together her findings. A trebling in population, unpredictable rainfall, and the arrival of Chinese investment have forced people into new ways of making ends meet and building up wealth - some doing much better than others. This book presents the search for new cash incomes, the shift of people from village to town, and the erosion of collective solidarity at household and village levels. Land, Investment, and Migration presents a mixed picture of a changing society. It shows the vibrancy of the village economy, rapid uptake of mobile phones and solar panels, and increased migration. It also shows the persistence of large family structures which offer some protection from the risks that many villagers face.

Die Hungerkatastrophen, von denen die Menschen in der Sahelzone in den letzten 25 Jahren heimgesucht wurden, haben viele Menschen in den Industrieländern tief bewegt und ein Informationsbedürfnis für die Gründe des dadurch verursachten unermeßlichen menschlichen Leids geweckt. Daher besteht - wie bei allen anderen komplexen Sachver halten im umwelt- und entwicklungspolitischen Bereic- eine Pflicht zur Allgemeinverständlichkeit. Aus diesem Grund wurde trotz der Wissenschaftlichkeit des Arbeitsan satzes versucht, auch Leser ohne besondere Vorbildung an zusprechen. Das Buch will einen leicht verständlichen Ein blick in die Komplexität der Probleme geben, die einer dauer haften Entwicklung für die Menschen im Sahel entgegen stehen. Dabei können viele wichtige Themen, die eigentlich einer vertieften und breiteren Auseinandersetzung bedürf ten, hier nur angerissen, keinesfalls hinreichend abgehandelt werden.
