Adopting more sustainable ways of managing the ocean is a global priority: protecting its health will bring benefits to all. Developing countries face specific challenges, as many depend heavily on ocean-based industries and are overly exposed to the consequences of ocean degradation.

Home to over 80 percent of all life on Earth, the ocean is the world’s largest carbon sink and a key source of food and economic security for billions of people. The relevance of the ocean for humanity's future is undisputed. However, the ocean’s great potential to drive economic growth and equitable job creation, sustain healthy ecosystems, and mitigate climate change is not yet fully recognised. Lack of awareness of this potential as well as management and governance challenges pose impediments. Until these impediments are removed, ocean ecosystems will continue to be degraded and opportunities for people lost. A transition and a clear path to a thriving and vibrant relationship between humans and the ocean are urgently needed. This open access collection of papers and reports identifies a path that is inspired by science, energised by engaged people, and emboldened by visionary leaders. These assessments of knowledge are commissioned by the High Level Panel for a Sustainable Ocean Economy (Ocean Panel), which was established in September 2018 as a unique initiative led by heads of state and government from around the world, to showcase the latest leading-edge science, knowledge and state-of-the-art thinking on key ocean issues. Altogether, The Blue Compendium offers innovative ocean solutions in technology, policy, governance, and finance realms, that could help accelerate a transition to a more sustainable and prosperous relationship with the ocean. The comprehensive assessments have already informed policy making at the highest levels of government and motivated an impressive array of responsive and ambitious action across a growing network of leaders in business, finance and civil society.

For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives. In stressing the importance of policies and institutions that build on the experiences of small-scale fisheries people in the contexts in which they operate, this book draws on case studies of small-scale fisheries from countries on all continents to clarify what Blue Justice entails for small-scale fisheries and make suggestions for real change. “Through the Blue Justice paradigm, this book flags the relevance of recognizing the potential impact that different factors, including the Blue Economy approach, could bring to fishing communities, their livelihoods, cultural traditions, and other potential multidimensional conflicts. Vulnerability in fishing communities can increase and inequalities can be reinforced at different levels if individuals and community capabilities are not strengthened... A first of its kind, not to be missed, this book is informative, purposeful, and pertinent in an era of change”. Silvia Salas, CINVESTAV, Marine Resources Department, Mérida, Mexico "The studies reveal that Blue Justice is a ‘governability’ issue, which requires establishing ‘right’ institutions, that are transdisciplinary (integrated), participatory, and holistic. It is implicit from these writings that the SSF Guidelines and Blue Growth initiatives do not form two different discourses, and that the implementation of the former would resolve many of the justice issues caused by the latter, in favor of small-scale fisheries and their communities". Oscar Amarasinghe, Professor & Chancellor, Ocean University of Sri Lanka and President, Sri Lanka Forum for Small Scale Fisheries (SLFSSF)

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume is dedicated to SDG 14 “Conserve and sustainably use the oceans, seas and marine resources for sustainable development". Marine and coastal bio-resources, play an essential role in human well-being and social and economic development. This volume addresses this sustainability challenge providing the description of a range of terms, which allows a better understanding and fosters knowledge about it. Concretely, the defined targets are: Prevent and significantly reduce marine pollution of all kinds, in particular from land-based activities, including marine debris and nutrient pollution Sustainably manage and protect marine and coastal ecosystems to avoid significant adverse impacts, including by strengthening their resilience, and take action for their restoration in order to achieve healthy and productive oceans Minimize and address the impacts of ocean acidification, including through enhanced scientific cooperation at all levels Effectively regulate harvesting and end overfishing, illegal, unreported and unregulated fishing and destructive fishing practices and implement science-based management plans, in order to restore fish stocks in the shortest time feasible, at least to levels that can produce maximum sustainable yield as determined by their biological characteristics Conserve at least 10 per cent of coastal and marine areas, consistent with national and international law and based on the best available scientific information Prohibit certain forms of fisheries subsidies which contribute to overcapacity and overfishing, eliminate subsidies that contribute to illegal, unreported and unregulated fishing and refrain from introducing new such subsidies, recognizing that appropriate and effective special and differential treatment for developing and least developed countries should be an integral part of the World Trade Organization fisheries subsidies negotiation 16 Increase the economic benefits to small island developing states and least developed countries from the sustainable use of marine resources, including through sustainable management of fisheries, aquaculture and tourism Increase scientific knowledge, develop research capacity and transfer marine technology, taking into account the Intergovernmental Oceanographic Commission Criteria and Guidelines on the Transfer of Marine Technology, in order to improve ocean health and to enhance the contribution of marine biodiversity to the development of developing countries, in particular small island developing states and least developed countries Provide access for small-scale artisanal fishers to marine resources and markets Enhance the conservation and sustainable use of oceans and their resources by implementing international law as reflected in the United Nations Convention on the Law of the Sea, which provides the legal framework for the conservation and sustainable use of oceans and their resources, as recalled in paragraph 158 of “The future we want” Editorial Board Ulisses M. This volume defines and analyzes the Blue Economy, a system that encompasses all the economic activities which are happening in and around the ocean within a sustainable development framework, with focus on countries in Asia. This work is timely, as Blue Economy activities account for a significant share of GDPs in the island and coastal economies in the Asia region, sustaining the livelihoods of one of the largest sections of the world's population. This book, therefore, assesses how the Blue Economy contributes to these livelihoods from economic and ecological perspectives and analyzes the various types of ecosystem services provided, and how these services are regulated and maintained. While most studies of the Blue Economy focus only on the economic aspects, this book provides ample statistical data to demonstrate why ecosystem services should additionally be considered for the estimation and valuation of the Blue economy. The book is primarily meant for researchers, students, and teachers in the fields of environmental and ocean economics, sustainable development, and ecosystem services, and will be of further interest to policymakers and government officials working in matters related to the Blue Economy and sustainability policy.
