The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.

This book serves as a manual for industry, governments and social leaders wanting to prepare themselves for a sustainable future. Sustainable Technology Development sets out the programme's underpinning philosophy and describes its approach, methods and findings. Delivering sustainability means finding ways to meet human needs using a fraction of the natural resources we use today. The world's richer nations would be wise to target at least ten-fold improvements by 2050 in the productivity with which conventional natural resources and environmental services are used. Governments and providers of development co-operation increasingly use Sustainable Development Goal indicators to guide their policies and practices. The close examination of three large recipients of development co-operation: Ethiopia, Kenya and Myanmar across the sectors of Education, Sanitation and Energy reveals four inter-related challenges in using SDG indicators at country level. First, the cost of using specific SDG indicators varies in relation to indicator complexity - complementary investments in country statistical systems may be necessary. Second, providers synchronising their country-level results planning with partner countries find it easier to align to and measure SDG indicators together with the partner country and other providers. Third, reliance on joint monitoring approaches is helping providers reduce the cost of SDG monitoring. Finally, while disaggregating SDG data by gender and by urban-rural dimensions is common, other data disaggregation relevant to ensure that no one is left behind are rare.
