Coming out of an established international graduate student conference organized by the East-West Center, this book presents selected papers written by graduate students from different fields of study. After identifying historical or contemporary issues in each field, these papers propose a framework for resolving these issues, whether through global commitment, regional cooperation, national policy, or local knowledge and practice. The unifying thread of this book is sustaining resilience in the Asia Pacific. We acknowledge this perseverance and try to sustain and disseminate it so that other communities may learn from these practices and experiences. Generally, a volume like this would address the challenge of this region from a security, economics or political perspective. This book hopes to add to the literature on resiliency by addressing these issues from a multidisciplinary and multilevel perspective.

In 2016, the United Nations (UN) General Assembly and the UN Security Council respectively adopted resolutions on the review of the UN peacebuilding architecture, and the concept of 'sustaining peace' was formally presented. Since then, the 'sustaining peace' agenda has gradually become the core strategy of the peace cause of the UN. The agenda for sustaining peace emphasizes capacity-building for conflict prevention at the regional level.Faced with the escalation of the international security challenge, regional organizations are increasingly playing a prominent role. They have become important participants in the international peace and security agenda by enhancing cooperation with the UN. The Association of Southeast Asian Nations (ASEAN), as the centre of regional cooperation processes in the Asia-Pacific, established a series of norms and instruments related to conflict prevention. This book intends to promote discussions on linking conflict prevention and/or preventive diplomacy activities in the region with the sustaining peace agenda promoted by both the ASEAN on a regional scale and the UN on a global scale. In a collaboration between the ASEAN Institute for Peace and Reconciliation (ASEAN-IPR) and China Foreign Affairs University (CFAU), the book provides discussions from the perspective of both Chinese as well as ASEAN scholars on traditional, as well as emerging, topics on sustaining peace, as well as conflict prevention, conflict management, and conflict resolution.

This book is the first authored overview of resilience in tourism and its relationship to the broader resilience literature. The volume takes a multi-scaled approach to examine resilience at the individual, organisation and destination levels, and with respect to the wider tourism system. It covers the different approaches to understanding resilience (the ecological and engineering approaches) and identifies issues with their understanding and application. The book connects issues of resilience to related key concepts such as vulnerability, adaptation, networks, systems, change and social capital. It is designed to be an upper level undergraduate and postgraduate primer on resilience in a tourism context and will be of interest to tourism researchers in planning, development, geography, impacts, sustainability, disaster management and environmental studies.

Stephen Hamnett and Dean Forbes have brought together some of the region’s most distinguished urbanists to explore the planning history and recent development of Pacific Asia’s major cities. They show how globalization, and the competition to achieve global city status, has had a profound effect on all these cities. But how resilient are these cities to the risks that they face? How can they manage continuing pressures for development and growth while reducing their vulnerability to a range of potential crises? And, given the tradition of top-down, centralized, state-directed planning which drove the economic growth of many of these cities in the last century, what prospects are there of them becoming more inclusive and sensitive to the diverse needs of their populations and to the importance of culture, heritage and local places in creating liveable cities?

Lawyers usually describe a revolution as a change in a constitutional order not authorized by law. From this perspective, to speak of a ‘lawful’ or an ‘unlawful’ revolution would seem to involve a category mistake. However, since at least the 19th century, courts in many jurisdictions have had to adjudicate claims involving questions about the extent to which what is in fact a revolutionary change can result in the creation of a legally valid regime. In this book, the authors examine some of these judgments.

Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.

This book is an important milestone in our understanding of the development and use of the Globally Important Agricultural Heritage Systems (FAO, GIAHS) and Building Back Better (BBB) community resilience initiatives. GIAHS was designed by the FAO to conserve important agricultural heritage sites of the world through active coordination with local farming communities. Since its inauguration, the program has recognized several extraordinary agricultural systems in the Asia Pacific and in Japan, ranging from the Ifugao terraces in the Philippines to the Satoyama-Satoumi traditional landscapes throughout Japan. The book looks at the key functions of traditional agriculture while promoting their use in regional revitalization through the promotion of conservation, traditional knowledge, multilateral engagement, and rural tourism. Also, during the discussions on the Sendai Framework, the concept of "Build Back Better" was proposed by the Japanese delegation where communities can use a disaster as a trigger to create more resilient nations and societies than before. Our compilation of conceptual and empirical research findings shows the way forward for community understanding of sustainable practices.
