This third book in the series focuses on how small and medium sized enterprises (SMEs) contribute to achieving and sustaining growth and performance in their economies, as well as the ways in which governments can assist and enhance that contribution. This is of particular concern given the trauma suffered by East Asian economies in the wake of the financial and economic crisis of 1997-98. Faced with the need to restructure and reform their economies and thereby achieve a firm foundation for future sustainable growth, many East Asian countries actively pursued SME growth, focusing on the encouragement of entrepreneurialism in the private sector. Drawing on the insights of a wide range of SME experts, the book provides a broad coverage of important aspects of SMEs, including: the contribution of micro-enterprises to economic recovery and poverty alleviation measurement and evaluation issues managing knowledge development ethical values in SMEs the internationalisation process entry mode decisions in export markets technological sourcing and use of the Internet. Presenting a contemporary analysis of SME developments in East Asia, both academics and policymakers will find Sustaining Growth and Performance in East Asia of great interest.

East Asia has been a paragon of global development success. The dramatic transformation of the region over the past half century—with a succession of countries having progressed from low-income to middle-income and even to high-income status—has been built on what has come to be known as the “East Asian development model.†? A combination of policies that fostered outward-oriented, labor-intensive growth while strengthening basic human capital and providing sound economic governance has been instrumental in moving hundreds of millions of people out of poverty and into economic security. Yet East Asia’s economic resurgence remains incomplete. More than 90 percent of its people now live in 10 middle-income countries, many of which can realistically aspire to high-income status in the next generation or two. But these countries are still much less affluent and productive than their high-income counterparts. Even as the region’s middle-income countries attempt to move up to high-income status, they confront a rapidly changing global and regional economic environment. Slowing growth in global trade and shifts in its patterns, rapid technological change, and evolving country circumstances all present challenges to sustaining productivity growth, fostering inclusion, and enhancing state effectiveness. A Resurgent East Asia: Navigating a Changing World is about how policy makers across developing East Asia will need to adapt their development model to effectively address these challenges in the coming decade and sustain the region’s remarkable development performance. “The world is changing. How do East Asia’s developing economies navigate this change? This is a commendable book on this topic—a must-read for policy makers, academia, and students who are interested in East Asia.†? — Chatib Basri, Former Minister of Finance, Government of Indonesia “A Resurgent East Asia is a vital publication for the most successful region as it looks to the future and the expectations of its citizens. This study helps to identify the new areas of risk and to suggest ways to ameliorate them. In so doing, it is an invaluable resource for governments. Based on first-rate analysis, it is a must-read for policy makers and everyone interested in East Asia’s development prospects!†? — Danny Leipziger, Managing Director, The Growth Dialogue, and Professor of International Business, George Washington University “This report delivers a careful and rigorous analysis of the strengths of East Asia’s ‘growth with equity’ development strategy. While noting the model’s success in lifting millions out of poverty, the report also warns of the looming challenge of maintaining growth with inclusion, and it highlights the need for countries to improve their social protection systems and ensure that opportunities are fair and available to all. A must-read for policy makers and development practitioners alike.†? — Ana Revenga, Senior Fellow, Brookings Institution

For several decades, fast-growing East Asia has been the envy of the developing world. Not only has East Asia outperformed all other regions of the world, but it also recovered surprisingly swiftly from the 1997–98 Asian financial crisis and the 2008–09 global financial crisis. Nevertheless, investment in the region remains subdued relative to pre-Asian crisis levels. Are current investment rates too low and, given greater investment, could the region grow even more rapidly? This book brings together a rich array of papers analyzing the determinants of, and impediments to, investment and growth. It discusses a range of issues bearing on investment and development. The chapters cover domestic and international economic, institutional and political factors, including the role of foreign direct investment, and the importance of public infrastructure, fiscal policy and export-oriented growth strategies. Trade and trade policy, in particular, are emphasized, with contributions ranging from an analysis of global production networks in electronics manufacturing, to the effects and implications of economic integration in the Mekong states. The chapters provide a healthy blend of theoretical and empirical analysis and offer a range of useful policy proposals. This book will be of interest to policy-makers, students and scholars of Asian economics and development economics alike.

This volume is a practical guide that helps the reader build a quick, evidence-based understanding of green-growth strategies and challenges. Its cogent analysis of real-life case studies enables policy makers and company executives identify successful strategies they can adopt, and pitfalls they can avoid, in drafting and implementing green growth policies. The contributors’ empirical assessment of these studies identifies the structural conditions required for economic growth to be compatible with environmental sustainability and how the transition to a new economic paradigm should be managed. A crucial addition to the debate now beginning in earnest around the world, this volume attempts to understand how we can nurture a new-born model of sustainable growth and help it evolve to maturity.

This book addresses two general questions that have arisen as a result of the uneven rise of the various Asian economies in contemporary times. First, to lift people out of poverty and to improve the quality of their lives, how do we institute policies that will ensure economic growth in the different regions of Asia? Second, what can we do to ensure that the economic growth we seek is sustainable so that the regional economic development that emerges is broad-based, inclusive, and environmentally conscious? Specifically, this edited book will provide a unified perspective on regional growth and sustainable development in Asia by focusing on the above two broad questions. The book will emphasize dynamic modeling and it will illustrate the role that sound theoretical and empirical modeling of an intertemporal nature can play in shedding light on salient public policy questions concerning regional growth and sustainable development. The specific topics to be addressed in this book include growth accounting, natural resource use and management, the regulation of environmental externalities, geographic information systems, and regional climate change. The individual chapters in this book will be written by international experts who are also active researchers in their respective fields. Therefore, this book is highly recommended to all readers who seek an in-depth and up-to-date perspective on some of the most salient issues at the interface of regional growth and sustainable development in Asia.

East Asian economies of the 1980s and much of the 1990s were among the most competitive exporters of manufactured products and were also able to sustain growth rates far higher than those of other countries, developing or industrial. However, the economic crisis of 1997-98 impacted the economies of these countries. Although recovery began fairly quickly in some countries, others have yet to regain their growth momentum. 'Can East Asia Compete?' looks at whether or not East Asia can restore its near magical performance, or is its competitive strength beginning to wane. This volume argues that East Asian countries have far from exhausted their growth potential. However, future competitiveness will depend on much greater innovative capability in manufacturing and services, innovativeness that is grounded in stronger institutions, improved macroeconomic policies, and closer regional coordination. 'Can East Asia Compete?' clearly summarizes the issues currently being debated and provides guidance to East Asian economies on how to deal with the policy concerns that lie ahead.
