El municipio de Juárez en Chihuahua concentra su actividad económica en la industria maquiladora de exportación, lo que limita su competitividad, por lo que una alternativa de diversificación para el crecimiento económico es revitalizar la actividad agrícola del Valle de Juárez, que se extiende en la margen derecha del río Bravo. Las posibilidades de reactivar esta actividad son factibles si se apuesta por cambiar su actual sistema productivo que no reditúa ganancias, ya que consiste en cultivos de bajo valor comercial que utilizan indiscriminadamente el agua, un recurso natural escaso. En este libro se muestra el potencial agrícola del Valle de Juárez, como resultado de explorar una serie de ejemplos en el terreno hidroagrícola local, nacional y mundial. Este potencial se incrementa, debido a la cercanía con los mercados más importantes para los productos del campo mexicano en el contexto del T-MEC y a otros elementos a favor, como son la infraestructura construida, el equipamiento urbano y la disponibilidad de mano de obra. La estrategia es desarrollar un sistema hidroagrícola altamente tecnificado y protegido, desalinizar el agua salobre del acuífero somero del Bolsón del Hueco y generar productos de alto valor comercial como hortalizas, plantas de ornato y algunas variedades de frutas. Para ello se requiere contar con una nueva organización social en el campo y la inversión de capital público y privado.

The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? 'Without vision the people perish.' So wrote the poet William Blake. Lord Northbourne (1896-1982) was a man of exceptional and comprehensive vision, who diagnosed the sickness of modern society as stemming from the severance of its organic links with the wholeness of life. But like his better-known younger contemporary E. F. Schumacher (author of Small is Beautiful), whose work developed along very similar lines, Northbourne's occupation as a practicing organic farmer (he coined the term) was joined to a deep conviction that humanity does not live by bread alone, and that the fullness of life properly integral to human nature demands obedience to sacred law. Thus his vision of life came to embrace the interrelationship of God, humanity, and the soil as a unity presupposing a way of life in stark contrast to that of the myopic, mechanististic world he saw encroaching on all sides. And so, as it becomes increasingly evident that such a way of life stands to emperil our very future and that of the delicate ecosystem on which all life depends, it is time to re-examine the work of this pioneering thinker. In an age of specialization and fragmentation, we have much to learn from Northbourne, whose vision of what is required by a truly meaningful and sustainable society embraced religion, farming, the arts, the rural crafts, monetary form, and traditional metaphysics. Northbourne's later works, Religion in the Modern World and Looking Back on Progress, present his wider reflections on the Divine and human society, but always with the sensibility of a man who knows the soil, recalling in many ways the writings of Wendell Berry. He corresponded with Thomas Merton, as well as mountaineer and Tibetan Buddhist Marco Pallis (The Way and the Mountain), who introduced him to the school of perennialist writers. Northbourne translated René Guénon's The Reign of Quantity and the Signs of the Times, described by Huston Smith as one of the truly seminal books of the twentieth century, as well as Frithjof Schuon's Light on Ancient Worlds and Titus Burckhardt's Sacred Art in East and West. He was also an accomplished flower gardener and watercolorist, and a frequent contributor to the British periodical Studies in Comparative Religion, described by Schumacher as one of the two most important journals to read. Sophia Perennis is republishing all three of Northbourne's works, a fourth volume of uncollected essays spanning agriculture and metaphysics, as well as the 23-volume Collected Writings of René Guénon, including The Reign of Quantity. Lord Northbourne (1896-1982) was a man of exceptional vision, who already in the 1940s diagnosed in detail the sickness of modern society as stemming from the severance of its organic links with the wholeness of life. A leading figure in the early organic farming movement, his writings profoundly affected such other pioneers as Sir Albert Howard, Rolf Gardiner, Ehrenfried Pfeiffer, and H. J. Massingham. His path led him on to a profound study of comparative religion, traditional metaphysics, and the science of symbols, which he employed in incisive observations on the character of modern society. His later writings exercised considerable influence on his younger contemporaries E. F. Schumacher and Thomas Merton, and in many ways anticipate the essays of Wendell Berry. The republication of this milestone ecological text will be followed by three volumes of Northbourne's later metaphysical and cultural writings. In Territories of Difference, Arturo Escobar, author of the widely debated book Encountering Development, analyzes the politics of difference enacted by specific place-based ethnic and environmental movements in the context of neoliberal globalization. His analysis is based on his many years of engagement with a group of Afro-Colombian activists of Colombia’s Pacific rainforest region, the Proceso de Comunidades Negras (PCN). Escobar offers a detailed ethnographic account of PCN’s visions, strategies, and practices, and he chronicles and analyzes the movement’s struggles for autonomy, territory, justice, and cultural recognition. Yet he also does much more. Consistently emphasizing the value of local activist knowledge for both understanding and social action and drawing on multiple strands of critical scholarship, Escobar proposes new ways for scholars and activists to examine and apprehend the momentous, complex processes engulfing regions such as the Colombian Pacific today. Escobar illuminates many interrelated dynamics, including the Colombian government’s policies of development and pluralism that created conditions for the emergence of black and indigenous social movements and those movements’ efforts to steer the region in particular directions. He examines attempts by capitalists to appropriate the rainforest and extract resources, by developers to set the region on the path of modernist progress, and by biologists and others to defend this incredibly rich biodiversity “hot-spot” from the most predatory activities of capitalists and developers. He also looks at the attempts of academics, activists, and intellectuals to understand all of these complicated processes. Territories of Difference is Escobar’s effort to think with Afro-Colombian intellectual-activists who aim to move beyond the limits of Eurocentric paradigms as they confront the ravages of neoliberal globalization and seek to defend their place-based cultures and territories.
