Seminar paper from the year 2013 in the subject Politics - Other International Politics Topics, grade: 100 (highest possible grade), , course: Workshop, language: English, abstract: It is the aim of this paper to explore Switzerland’s public diplomacy efforts in the light of the “Minaret debate” (from 2007-2009). This case study could be seen as an example of Switzerland’s public diplomacy effort to protect (maintain) the image of the country abroad. On the basis of the Minaret initiative, it is possible to extract and analyse the different parts of a public diplomacy theory by asking, inter alia, the following questions: Who was the actor? What was the foreign policy aim? Who was the target audience and what was the message used? What tools and channels did the actor use? The case analysis will further help to determine the status quo of Switzerland’s communication abroad (and in this sense the public diplomacy). The “status quo” is thereby the situation in which the actor, “Presence Switzerland”, operates nowadays (2013). In order to speak about the “status quo”, and to draw some conclusions at the end, it is helpful to define the “status quo ante”. In this sense, the author defines the “status quo ante” as the time before 2007 and the “status quo” as the time after 2007 until the present day. The reason for this clear cut is a change in the public diplomacy model; “Presence Switzerland” (the official public diplomacy agency in Switzerland) went through a changing process in the years from 2007 to 2009. The former PRS (Presence Switzerland) was an agency assigned from the government, with the task to conduct image branding abroad. It compromised members from the federal administration, members from partly state-run organizations and as well members from private organizations. Oppose to that, the later Presence Switzerland (from 2009) was a sub-agency of the Federal Department of Foreign Affairs, which means a complete government institution. Not least because of this differentiation, this paper will eventually provide an example of how a state actor conducts public diplomacy and therefore has the chance to contribute to the relatively young academic field of public diplomacy.

Although the concept of public diplomacy has been part of America's wartime strategy as far back as the Revolutionary War, the term itself is relatively new. In the wake of the events of September 11 and the ensuing War on Terror, there has been an increasing awareness of the negative global image of the United States and intense concern over how communication may be used to improve that image. Within that context, the concept and term public diplomacy have become more notable among practitioners and the American public. Yet public diplomacy has mostly been neglected by scholars and only recently begun to attract academic attention. This volume of The ANNALS commences the first collection of scholarly articles focusing on public diplomacy--the practice through which international actors attempt to advance the ends of policy by engaging with foreign publics--and examines it as an international phenomenon and an important component of statecraft.

This Open Access book explores heritage conservation ethics of post conflict and provides an important historical record of the possible reconstruction of the Bamiyan Buddha statues, which was inscribed in the UNESCO World Heritage List in Danger in 2003 as “Cultural Landscape and Archaeological Remains of the Bamiyan Valley”. With the condition that most surface of the original fragments of the Buddha statues were lost due to acts of deliberate destruction, this publication explores a reference point for conservation practitioners and policy makers around the world as they consider how to respond to on-going acts of destruction of cultural heritage. Whilst there has been an emerging debate to the ethics and nature of heritage reconstruction, this volume provides a plethora of ideas and approaches concerning the future treatment of the Bamiyan Buddha statues. It also addresses a number of fundamental questions on potential heritage reconstruction: how it will be done; who will decide; and what it should be done for. Moreover when it comes to the inscribed World Heritage properties, how can reconstructed heritage using non-original materials be considered to retain authenticity? With a view to serving as a precedent for potential decisions taken elsewhere in the world for cultural properties impacted by acts of violence and destruction, this volume introduces academic researches, experiences and observations of heritage conservation theory and practice of heritage reconstruction. It also addresses the issue not merely from the point of a material conservation philosophy but within the context of holistic strategies for the protection of human rights and promotion of peace building.

The battle for hearts and minds in the Middle East is being fought not on the streets of Baghdad, but on the newscasts and talk shows of Al Jazeera. The future of China is being shaped not by Communist Party bureaucrats, but by bloggers working quietly in cyber cafes. The next attacks by al Qaeda will emerge not from Osama bin Laden's cave, but from cells around the world connected by the Internet. In these and many other instances, traditional ways of reshaping global politics have been superseded by the influence of new media--satellite television, the Internet, and other high-tech tools. What is involved is more than a refinement of established practices. We are seeing a comprehensive reconnecting of the global village and a reshaping of how the world works. Al Jazeera is a paradigm of new media's influence. Ten years ago, there was much talk about "the CNN effect," the theory that news coverage--especially gripping visual storytelling--was influencing foreign policy throughout the world. Today, "the Al Jazeera effect" takes that a significant step further. The concept encompasses the use of new media as tools in every aspect of global affairs, ranging from democratization to terrorism, and including the concept of "virtual states." "The media" are no longer just the media. They have a larger popular base than ever before and, as a result, have unprecedented impact on international politics. The media can be tools of conflict and instruments of peace; they can make traditional borders irrelevant and unify peoples scattered across the globe. This phenomenon, the Al Jazeera effect, is reshaping the world.
