The National Science Foundation developed the Science of Science and Innovation Policy program (SciSIP) in 2006 to fund basic and applied research that bears on and can help guide public- and private-sector policy making for science and innovation. By design, SciSIP has engaged researchers from many domains in the development of a community of practice who work together to continually develop frameworks, tools, and datasets for implementing science and innovation policy. Since its inception, the SciSIP program has funded more than 150 researchers and their graduate students. The program also contributed to the initiation of the STAR METRICS (Science and Technology for America's Reinvestment: Measuring the Effect of Research on Innovation, Competitiveness and Science) program, a collaborative effort between the National Science Foundation and the National Institutes of Health. The STAR METRICS program develops tools and mechanisms for measuring federal expenditures on scientific activities, with particular focus on quantifying productivity and employment outcomes. Science of Science and Innovation Policy summarizes a public conference convened by the Committee on National Statistics of the National Academy of Sciences/National Research Council to present research funded by SciSIP and foster intellectual exchange among funded researchers, science, technology, and innovation policy practitioners, and other members of the science community. The conference highlighted advances in the emerging field of the science of science and innovation policy, in particular, models, frameworks, tools, and datasets comprising the evidentiary basis for science and innovation policy. This report focuses on return on investment models; organizational structures that foster accelerated scientific productivity; linkages between commercialized scientific knowledge and job creation; the roles of universities and government in technology transfer and innovation; technology diffusion and economic growth; non-economic impacts of science and innovation expenditures; regional and global networks of knowledge generation and innovation; mechanisms for encouraging creativity and measuring outputs and outcomes from transformative research; and development, manipulation and visualization of data representing scientific activities.

The theme of this international symposium is the promotion of greater sharing of scientific data for the benefit of research and broader development, particularly in the developing world. This is an extraordinarily important topic. Indeed, I have devoted much of my own career to matters related to the concept of openness. I had the opportunity to promote and help build the open courseware program at the Massachusetts Institute of Technology (MIT). This program has made the teaching materials for all 2,000 subjects taught at MIT available on the Web for anyone, anywhere, to use anytime at no cost. In countries where basic broadband was not available, we shipped it in on hard drives and compact disks. Its impact has been worldwide, but it has surely had the greatest impact on the developing world. I am also a trustee of a nonprofit organization named Ithaca that operates Journal Storage (JSTOR) and other entities that make scholarly information available at very low cost. The culture of science has been international and open for centuries. Indeed, the scientific enterprise can only work when all information is open and accessible, because science works through critical analysis and replication of results. In recent years, as some scientific data, and especially technological data, have increased in economic value frequently has caused us to be far less open with information than business and free enterprise require us to be. Indeed, the worldwide shift to what is known as open innovation is strengthening every day. Finally, since the end of World War II, the realities of modern military conflict and now terrorism have led governments to restrict information through classification. This is important, but I believe that we classify far too much information. The last thing we need today, at the beginning of the twenty-first century, is further arbitrary limitations on the free flow of scientific information, whether by policies established by governments and businesses, or by lack of information infrastructure. For all these reasons, the international sharing of scientific data is one of the topics of great interest here at the National Academies and has been the subject of many of our past reports. This is the primary reason why this symposium has been co-organized by the NRC's Policy and Global Affairs Division-the Board on International Scientific Organizations (BISO) and the Board on Research Data and Information (BRDI). The Case for International Sharing of Scientific Data: A Focus on Developing Countries: Proceedings of a Symposium summarizes the symposium.

The 13th Symposium on the Interface continued this series after a one year pause. The objective of these symposia is to provide a forum for the interchange of ideas of common concern to computer scientists and statisticians. The sessions of the 13th Symposium were held in the Pittsburgh Hilton Hotel, Gateway Center, Pittsburgh. Following established custom the 13th Symposium had organized workshops on various topics of interest to participants. The workshop format allowed the invited speakers to present their material variously as formal talks, tutorial sessions and open discussion. The Symposium schedule was also the customary one. Registration opened in late afternoon of March 11, 1981 and continued during the opening mixer held that evening: The formal opening of the Symposium was on the morning of March 12. The opening remarks were followed by Bradley Efron's address "Statistical Theory and the Computer." The rest of the daily schedule was three concurrent workshops in the morning and three in the afternoon with contributed poster sessions during the noon break. Additionally there were several commercial displays and guided tours of Carnegie-Mellon University's Computer Center, Computer Science research facilities, and Robotics Institute.
