This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

The Food and Agriculture Organization of the United Nations (FAO) has been involved in the Emerging Pandemic Threats Programme (EPT-2), funded by the United States Agency for International Development (USAID) since 2014. The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

A devastating desert locust upsurge has spread across parts of the Near East, the Greater Horn of Africa and South West Asia in 2020–2021, posing risks to livelihoods and food security in the region. FAO's intervention has been to curb the spread of desert locust, safeguarding livelihoods and providing recovery, and coordinating and preparing the rapid surge support. This report showcases the second phase of the real-time evaluation, in which the following issues have been investigated: i) country level results from case studies; ii) management and operational processes; and iii) extent to which lessons from countries and regions are transferred to other contexts. Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

The UN Rome-based agencies (RBAs) – FAO, IFAD and WFP – collaborate in many forms, from joint advocacy, policy and technical work to joint projects. This is the first independent evaluation of collaboration among the RBAs. It has been jointly undertaken by the evaluation offices of FAO, IFAD and WFP. The evaluation’s primary objective was to assess whether and to what extent RBA collaboration is contributing to the achievement of the 2030 agenda, particularly at country level. The evaluation found that collaboration among the RBAs is a daily reality, reflecting the shared strengths and commitment of these distinctly different organizations. Although competition for resources continues in some contexts, there is widespread recognition of complementarity. In some cases, the current collaborative management processes are not the best way to stimulate joint work, with some types of collaboration imposing higher transaction costs. The operating context for the RBAs is dynamic, with significant potential, and where realism and pragmatism are key to meaningful and effective collaboration. Presently, efforts to promote RBA collaboration are not fully grounded in an accurate understanding of the conditions in which it is most effectively pursued and the formal statements of corporate commitment to collaboration reflect this. The report makes six recommendations, of which five are addressed to management of the three agencies and one of which targets the member states. Recommendation 1. Update the MOU among the RBAs. Although the current five-year MOU was only signed three years ago, significant changes since then make an update necessary. Recommendation 2. Restructure and reinforce the coordination architecture for RBAC within the framework of UNDS reform to ensure that at all levels, the coordination and evaluation of RBAC includes more proactive efforts to develop and disseminate lessons and knowledge about how to optimize collaboration among and beyond the RBAs, about the costs and benefits of RBAC, and about technical experience that can be usefully shared. Recommendation 3. Further embrace the new joint programming mechanisms at the country level and ensure constructive, collaborative RBA engagement with these mechanisms. Recommendation 4. Focus administrative collaboration efforts on further embracing the United Nations efficiency agenda. Recommendation 5. In considering the development of joint projects and programmes, assess the costs and benefits of the proposed collaboration and only proceed if the benefits outweigh the costs. Recommendation 6. The Member States of the RBA Governing Bodies should reappraise and adequately resource their position on RBA collaboration.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts.
