At the moment, there is clearly a stalemate at the political level. The Geneva II process failed to achieve any forward momentum and fell far short of the goal to agree on a transitional governing body in Syria. The Syrian opposition delegation went to Geneva ready to work responsibly on behalf of the Syrian people and Assad's delegation demonstrated their contempt for international efforts to mediate an end to the violence and preserve what is left of Syria. If there was any doubt about the true character of this regime, it was brought into sharp focus when Assad went after family members of the opposition following Geneva. Meanwhile, the barrel bombs continue to drop. The starvation and torture campaign went on unabated, even while the delegations were sitting at the negotiating table. Assad has shown that he is willing to fight to the last Syrian.

Abstract: A web of corruption involving the Assad family, the security apparatus, and their business cohorts has been a major factor behind the outbreak of the Syrian revolt that started in 2011. UN-facilitated talks between the regime and the opposition are set to convene in Geneva in January 2016, after the refugee crisis in Europe and Russia's entry into the Syrian war prompted a renewed international push to solve the conflict in Vienna. The proposed "thematic" negotiations ambitiously cover humanitarian issues; the military, terrorism, and security; the constitution and political systems; institutions and reconstruction. Germany set up an international fund for the rebuilding of Syria in 2013. But a deal that does not tackle fundamental imbalances linked to the domination of Assad's Alawite sect risks repeating the reconstruction debacle of post-Saddam Iraq, inviting the Sunni majority to scuttle any stabilization and recovery efforts. Abstract: A U.S. missile strike against the Assad regime in response to a suspected chemical weapons attack may have lessened a fear of Russia among countries that nominally back the Syrian opposition. Renewed U.S. diplomatic engagement in Syria could relieve pressure on the opposition to accept a settlement at the Geneva talks, which would be little more than a facelift of the Alawite-dominated regime. The international environment has lacked the balance to redress the disenfranchisement of Syria's majority Sunni population - a root cause of the war. European states hope to employ their reconstruction funding capacity. Abstract: Internationally mediated talks between the Syrian regime and opposition are due to begin on 22 January 2014 in the Swiss resort of Montreux. Their objectives: to end the violence and initiate a negotiated transition in the war-ravaged country. However, it is still unclear whether it will be possible to gather all the relevant participants around the table, nor whether the conference will actually convene at all on the planned date. A realistic analysis of the local, regional and international conflicts of interest cautions pessimism in relation to Geneva II's prospects of success. But the risk of further regional escalation, massive refugee movements and a catastrophic humanitarian situation make a meeting a matter of urgency. Small advances, such as an agreement on regional containment or a commitment by all warring parties to respect international humanitarian law and to grant humanitarian access, would nonetheless be meaningful. Abstract: The discourse conducted by Syria's Christians since March 2011 reveals that many of them have now turned their back on the protest movement, despite their initial sympathy and even involvement with it. These Christians have not turned away out of any deeply held convictions in support of the regime, but because they are worried by the militarisation and radicalisation of the revolution, and by the fact that after three years the opposition has still not shown itself to be a credible alternative to the regime. German and European policymakers should continue working towards a political solution and avoid supporting any particular religious or ethnic groups at the expense of others, because apart from those in areas where foreign Jihadists operate, Christians in Syria are no more at risk than other Syrians.
