For 60 years the International Federation for Information Processing (IFIP) has been advancing research in Information and Communication Technology (ICT). This book looks into both past experiences and future perspectives using the core of IFIP's competence, its Technical Committees (TCs) and Working Groups (WGs). Soon after IFIP was founded, it established TCs and related WGs to foster the exchange and development of the scientific and technical aspects of information processing. IFIP TCs are as diverse as the different aspects of information processing, but they share the following aims: To establish and maintain liaison with national and international organizations with allied interests and to foster cooperative action, collaborative research, and information exchange. To identify subjects and priorities for research, to stimulate theoretical work on fundamental issues, and to foster fundamental research which will underpin future development. To provide a forum for professionals with a view to promoting the study, collection, exchange, and dissemination of ideas, information, and research findings and thereby to promote the state of the art. To seek and use the most effective ways of disseminating information about IFIP’s work including the organization of conferences, workshops and symposia and the timely production of relevant publications. To have special regard for the needs of developing countries and to seek practicable ways of working with them. To encourage communication and to promote interaction between users, practitioners, and researchers. To foster interdisciplinary work and – in particular – to collaborate with other Technical Committees and Working Groups. The 17 contributions in this book describe the scientific, technical, and further work in TCs and WGs and in many cases also assess the future consequences of the work’s results. These contributions explore the developments of IFIP and the ICT profession now and over the next 60 years. The contributions are arranged per TC and conclude with the chapter on the IFIP code of ethics and conduct.

The ?nite-dimensional nonlinear complementarity problem (NCP) is a s- tem of ?nitely many nonlinear inequalities in ?nitely many nonnegative variables along with a special equation that expresses the complementary relationship between the variables and corresponding inequalities. This complementarity condition is the key feature distinguishing the NCP from a general inequality system, lies at the heart of all constrained optimi- tion problems in ?nite dimensions, provides a powerful framework for the modeling of equilibria of many kinds, and exhibits a natural link between smooth and nonsmooth mathematics. The ?nite-dimensional variational inequality (VI), which is a generalization of the NCP, provides a broad unifying setting for the study of optimization and equilibrium problems and serves as the main computational framework for the practical solution of a host of continuum problems in the mathematical sciences. The systematic study of the ?nite-dimensional NCP and VI began in the mid-1960s; in a span of four decades, the subject has developed into a very fruitful discipline in the ?eld of mathematical programming. The - velopments include a rich mathematical theory, a host of e?ective solution algorithms, a multitude of interesting connections to numerous disciplines, and a wide range of important applications in engineering and economics. This volume contains a selection of papers referring to lectures presented at the symposium "Operations Research 2003" (OR03) held at the Ruprecht Karls-Universitiit Heidelberg, September 3 - 5, 2003. This international con ference took place under the auspices of the German Operations Research So ciety (GOR) and of Dr. Erwin Teufel, prime minister of Baden-Wurttemberg. The symposium had about 500 participants from countries all over the world. It attracted academians and practitioners working in various field of Opera tions Research and provided them with the most recent advances in Opera tions Research and related areas in Economics, Mathematics, and Computer Science. The program consisted of 4 plenary and 13 semi-plenary talks and more than 300 contributed papers selected by the program committee to be presented in 17 sections. Due to a limited number of pages available for the proceedings volume, the length of each article as well as the total number of accepted contributions had to be restricted. Submitted manuscripts have therefore been reviewed and 62 of them have been selected for publication. This refereeing procedure has been strongly supported by the section chairmen and we would like to express our gratitude to them. Implicit filtering is a way to solve bound-constrained optimization problems for which derivative information is not available. Unlike methods that use interpolation to reconstruct the function and its higher derivatives, implicit filtering builds upon coordinate search and then interpolates to get an approximation of the gradient. The author describes the algorithm, its convergence theory, and a new MATLAB implementation, and includes three case studies. This book is unique in that it is the only one in the area of derivative-free or sampling methods and is accompanied by publicly available software. It is also designed as a software manual and as a reference for implicit filtering - one can approach the book as a consumer of the software, as a student, or as a researcher in sampling and derivative-free methods. The book includes a chapter on convergence theory that is both accessible to students and an overview of recent results on optimization of noisy functions, including results that depend on non-smooth analysis and results on the handling of constraints. Implicit filtering is used in applications in electrical, civil, and mechanical engineering.
