Strong system-wide support is increasingly being identified as laying an important role in policy efforts aimed at increasing student achievement (Hightower, Knapp, March, and McLaughlin: 2002). Yet current research often views district and other system-wide support as largely governance changes without substantive linkage to school improvement outcomes (Cuban and Usdan: 2003). In this volume we seek to deepen our understanding of the role of school districts and system-wide initiatives through a series of case studies that focus on how school districts and system-wide actors facilitate policy innovation and reform initiatives that are designed to improve student achievement. Through both quantitative and qualitative studies from diverse settings across the country, chapters in this volume examine the role of instructional technology, alternative accountability practices, management and partnership reforms, and school improvement efforts through new incentive and support practices. While challenges remain, these case studies demonstrate how districts support and facilitate school change aimed at improving student achievement.

Researchers at Mid-Continent Research for Education and Learning (McREL) recently completed a study of "beat-the-odds" schools--high-needs schools that demonstrated atypically high student achievement. This policy brief draws from the report of the study's findings, "High-Needs Schools--What Does It Take to Beat the Odds?" (ED486626). The study focused on four key components identified as broadly contributing to school success and examined how the components interact to contribute to success in high-needs schools. The four key components are: (1) Leadership: Leading organizational change, providing instructional guidance, and establishing shared mission and goals; (2) Professional Community: Teachers collaborating, receiving professional development, and being encouraged to have influence in school matters; (3) School Environment: Parents involved meaningfully, the school culture focused on academic achievement, a safe and orderly climate, and attention to assessment and monitoring; and (4) Instruction: Individualized learning, structured instruction with feedback to meet student needs, and challenging opportunities to learn. "McREL Insights: Schools that 'Beat the Odds'" and McREL's "High-Performing, High-Needs Schools Resource Guide" are two resources that McREL has prepared to help further the application of this important research in the field. This brief extends this work and offers guidance to local school board members and other policy makers who seek to support their district's school improvement efforts by providing effective policy derived from research-based evidence. These policy suggestions can become part of a system-wide effort to improve student achievement.

In September 2007, the Washington State Board for Community and Technical Colleges (SBCTC) officially launched the Student Achievement Initiative, a system-wide policy to reward colleges for improvements in student achievement. Developed by a task force comprised of State Board members, college trustees, presidents, and faculty representatives, the policy emphasizes three overarching principles: (1) improved educational attainments for students, particularly those shown by research to be correlated with the earning of higher future wages by students; (2) sufficient flexibility for colleges to improve student achievement according to their local needs; and (3) identification and implementation of successful practices to improve student achievement system-wide. Researchers from the Community College Research Center (CCRC) at Teachers College, Columbia University, conducted an independent qualitative review of the Student Achievement Initiative during the 2007-08 learning year. The purpose of this formative evaluation was to assess the extent of awareness and understanding of the initiative among college personnel, examine the initial responses to it by the colleges, and identify opportunities for and potential barriers to the further development of the initiative. In-person and telephone interviews were conducted with college personnel, stakeholders and policymakers. Reported findings include: (1) Colleges strongly supported the initiative's goals and the principles of the achievement point framework; (2) Awareness of the initiative was limited among the colleges' rank and file; (3) Colleges grappled with their performance data throughout the learning year; (4) Most colleges had not yet used an analysis of their performance data to plan new strategies to improve student achievement; (5) At many colleges, student services staff led efforts in response to the initiative; (6) Several colleges focused their initial efforts on basic skills and developmental education; Some colleges were planning to implement measures with a likely one-time effect; (8) Several colleges were beginning to link the initiative to strategic planning and accreditation activities; (9) Colleges were concerned that use of the achievement point framework and the incentive funding model may produce unintended effects and place some colleges at a disadvantage; (10) College presidents emphasized that, in order to be effective in improving college performance, the initiative must bring new funding to colleges, over and above base budget funding; and (11) While state policymakers indicated strong support for the initiative's model of performance accountability and improvement, there is limited awareness of the initiative and no strong champions for it among state legislators; the looming fiscal crisis further threatens the SBCTC's legislative request for new funding to support the initiative. Because colleges are just beginning to analyze their data and consider changes in practices that would improve student achievement, the authors recommend that extending the learning period would give the Board and the colleges a chance to deepen awareness and support of the initiative among faculty and staff, use the data to identify areas of weakness, and implement and evaluate strategies for improving student achievement. This would also increase the opportunity to examine to what extent and in what ways colleges change their practices in response to the initiative. Given the interest in the initiative by other states and funders nationally, the authors suggest that the State Board well be able to raise private foundation funds to supplement state funding of the initiative during such a period of further experimentation and evaluation. People providing services to schools, teachers, and students want to know whether these services are effective. With that knowledge, a project director can expand services that work well and adjust implementation of activities that are not working as expected. When finding that an innovative strategy benefits students, a project director might want to share that information with other service providers who could build upon that strategy. Some organizations that fund programs for students will want a report demonstrating the program’s success. Determining whether a program is effective requires expertise in data collection, study design, and analysis. Not all project directors have this expertise—they tend to be primarily focused on working with schools, teachers, and students to undertake program activities. Collecting and obtaining student-level data may not be a routine part of the program. This book provides an overview of the process for evaluating a program. It is not a detailed methodological text but focuses on awareness of the process. What do program directors need to know about data and data analysis to plan an evaluation or to communicate with an evaluator? Examples focus on supporting college and career readiness programs. Readers can apply these processes to other studies that include a data collection component.
