The Tigray War (2020–2022) may have claimed as many as 700,000 lives. Fought between the national defence forces of Ethiopia and Eritrea and the Tigray Defence Forces, the conflict unleashed horrific atrocities on civilians, including widespread massacres. The war was shrouded in secrecy due to a communications blackout and a siege on Tigray, making it nearly impossible for people in the region to report on events and for the outside world to grasp the scale of the tragedy. This book, the first in a three-part series, uncovers Eritrea’s concealed role in the war, including its involvement in massacres and particularly cruel and inhumane sexual violence. These acts were designed not only to terrorise, but to break the spirit of the Tigrayan people, with the aim of erasing Tigray as an ethnic and cultural group. This book also explores how the war has fundamentally altered the Tigray region—a transformation that may be difficult to reverse—described through the lens of the concept of hysteresis. Drawing on a collaborative investigation between universities inside and outside Ethiopia, and primarily employing an ethnographic approach, the study concludes that genocide may have occurred in Tigray. The international community, it argues, has a duty to investigate these claims.

This book analyses the rise and decline of the Basque terrorist group Euskadi Ta Askatasuna (ETA, Basque Homeland and Freedom). ETA declared a unilateral ceasefire in November 2011, bringing to a close a campaign of political violence that started in the late 1960s. By the beginning of the twenty-first century, the overwhelming majority of secession supporters agreed that an independent Basque homeland would be realised through ‘ballots’ and not ‘bullets’. Providing an inter-disciplinary overview of radical Basque nationalism that pays special attention to the drivers for ETA’s decline, defeat and disbandment, this book includes chapters by historians, political scientists and sociologists who offer three important theoretical and empirical contributions to the literature on nationhood and security studies. Firstly the book re-assesses the military conflict that opposed ETA and the Spanish state, by paying special attention to tactical and strategic considerations as well as the counter-terrorist policy itself. Secondly it provides an original interpretation of the politics of fear which surrounded the process of victimization, as well as assessing the extent to which the issue of violence led to the polarisation of citizens. Thirdly the authors examine the historical narratives and rituals that contributed to the production and reproduction of identity binaries and memories of war. Arguing that the defeat of ETA must be contextualised within the strategic evolution of Basque nationalism, the declining resonance of the radical message and the effectiveness of the Spanish counter-terrorist effort, this book is essential reading for students and scholars working in the areas of European politics, nationalism and terrorism studies.

This book advances a new reading of the central works of Carl Schmitt and, in so doing, rethinks the primary concepts of constitutional theory. In this book, Jacques de Ville engages in a close analysis of a number of Schmitt’s texts, including Dictatorship (1921), The Concept of the Political (1927), Constitutional Theory (1928), Land and Sea (1942), Ex Captivitate Salus (1950), The Nomos of the Earth (1950) and The Theory of the Partisan (1963). This engagement takes place from the perspective of constitutional theory and focuses specifically on concepts or themes such as sovereignty, the state, the political, constituent power, democracy, representation, the constitution and human rights. The book seeks to rethink the structure of these concepts in line with Derrida’s analysis of Schmitt’s texts on the concept of the political in Politics of Friendship (1993). This happens by way of an analysis of Derrida’s engagement with Freud and other psychoanalysts. Although the main focus in the book is on Schmitt’s texts, it further examines two texts of Derrida (Khōra (1993) and Fors: The Anglish Words of Nicholas Abraham and Maria Torok (1976)), by reading these alongside Schmitt’s own reflections on the positive concept of the constitution.
