Es soll die Möglichkeit eröffnen, die stationäre Erziehungshilfe nicht mehr als letztes Mittel zu begreifen und lange „Hilfekarrieren“ zu verkürzen. Hierzu wird der historische Kontext der Heimerziehung aufgearbeitet und unter Berücksichtigung der Entwicklungen im KJHG und der systemischen Perspektive, in einen neuen Gesamtzusammenhang gebracht.
