This report examines the constraints and barriers to the achievement of energy efficiency in new housing, and suggests methods by which such barriers may be removed. The potential roles of Government are identified that could expedite the installation of energy saving measures in new homes. These include the dissemination of quantitative information on the performance and the financial advantages of various energy saving measures, and the provision of grants that reflect the societal benefits provided by the measures. Based partly on economic analysis and partly on survey of builders and consumers, the study concludes that the key factors in people's decisions to install energy saving measures in new homes are financial. It also concludes that those measures that provide the largest financial savings to the home owners are already being installed to a greater extent than before.
