Debates about military influence on civilian government tend to be partisan and rarely pay sufficient attention to specific contexts. This paper analyses, without condemnation or justification, why and how the military exercises such influence in Turkey and whether it is likely to continue to do so. It argues that the role of the military in Turkey grows out of a specific Turkish context and is more a symptom than a cause of the country's flawed democracy. It examines the Turkish officer ethos, particularly the role of the indigenous ideology of Kemalism, and the broad, though not universal, public mandate for an interventionist role in politics. It contends that the military's influence is neither uniform nor total and that it is more effective at blocking than initiating policy; thus creating a system in which civilian authority is primary rather than supreme. It analyses the mechanisms through which the military attempts to shape policy, and demonstrates how its influence depends more on its informal authority than legislated rights or responsibilities. The paper suggests that fears of threats to national security resulting from the reforms required for EU accession have made the military more, not less, reluctant to withdraw from the political arena. It concludes that, regardless of the future of Turkey's candidacy, such a withdrawal will be a slow and gradual process, dependent more on changes in Turkish social and political culture and the perceived security environment than in the military itself.

This English edition of The Catechism of Positive Religion was published in 1891, thirty-four years after the death of Comte, the French philosopher of science and politics and founder of positivism, whose work was widely read in the later nineteenth century. Comte's self-published French original of 1852, translated here, outlines his progressive ideal of 'sociocracy', which would provide a systematic basis, free of metaphysics, for intellectual and moral transactions among humans. Congreve's edition, in common with others, divides the book into five parts. The introduction contains two dialogues, entitled General Theory of Religion and Theory of Humanity. Parts 1-3 respectively consider the Positivist's private and public 'worship'; 'doctrine', including the external world and human society and ethics; and 'regime' or way of life, private and public. The final two dialogues cover polytheism, monotheism and theocracy. This book remains of interest as an early precursor of secular humanist ethics.

LSE had a virtual monopoly before World War II. The educational establishment of Oxford and Cambridge opposed its introduction into the undergraduate curriculum. Only the expansion of sociology to the Scottish, Welsh, provincial, and 'new' universities after the Robbins Report of 1963 brought reluctant acceptance of the subject to Oxford and Cambridge. The student troubles of 1968 are then described and the subsequent doubts, confrontations, and cuts of the 1970s and 80s. Then, paradoxically by a Conservative Government, there was a new university expansion incorporating polytechnics and other colleges, with a consequent doubling of both staff and students in the 1990s. Yet the end of the century left sociology riven by intellectual conflict. It had survived the Marxist subversions of the 70s and the feminist invasion. Yet the renewed challenges of various forms of relativism (especially enthno-methodology and post-modernism) still threatened, and at root the war was, as it began, between a scientific quantifying and explanatory subject and a literary, interpretative set of cultural studies.
