The aim of this book is to make better sense of a long, complex, messy, change process through the stories of those who were involved. Over fifty participants were interviewed during the course of the study and their uniquely personal perspectives have been woven into a compelling story of organisational change. This book describes their ingenuity and effort in bringing about change that they and their organisation valued. Between 2009 and 2012, Southampton Solent University (UK) engaged in an unprecedented and highly complex strategic initiative which ran across the entire institution, its structures, processes and systems; it aimed to produce a fundamental shift in institutional culture. Such an all-embracing approach is rare in universities. This programme of organisational change is seen through the eyes of people who were immersed in the process. Their perspectives and feelings will resonate with anyone who has tried to bring about significant change in a university. Universities are inherently creative places but too often there is a pervasive inertia that prevents ideas from being turned into new and better practices. This programme aimed to create a culture of innovation. Conventional project planning techniques were deliberately avoided and replaced with an approach based on complexity theory, recognising that the process of change requires constant adaptation, acceptance of non-linear progress and subversion of conventional management discourse. Offering an unusual example from the higher education sector, this study is a distinctive contribution to the extensive literature on organisational change. Learning gained from participants is related to theories and research from this wider literature. The study proposes a holistic and integrated approach to change which might offer a more culturally relevant and sustainable model both for higher education and for those sectors of industry and commerce from which much change management practice has conventionally been drawn.

There are an estimated third of a million problem drug users in England. This report examines progress against three objectives of the Government's new 10-year Drug Strategy: targeting and management of problem drug using offenders; improving the quality and effectiveness of treatment; helping problem drug users re-establish their lives. The Government is spending £1.2 billion in 2009-10 with the objective of bringing down the estimated costs to society of problem drug use of £15 billion a year (90 per cent of which is attributable to drug-related offences such as burglary and theft). But there is no framework in place for evaluating the achievements of the previous 1998-2008 Strategy, which limits Departments' understanding of the overall value for money achieved. A framework for evaluation could draw on the existing individual evaluations of measures in the Strategy and would help assess whether funding is being optimally directed at different strategic objectives. There has been progress: over the period 2004-05 to 2008-09, the number of adults in effective treatment increased from 134,000 to 195,000 and the number of problem drug users completing their treatment free from dependency rose from 6,000 to 15,000. But actions to help drug users re-establish their lives have had limited results. Around 80 per cent of problem drug users claim benefits at a cost over £40 million a year. And a £13 million a year initiative to get drug users into work has not been successful.

There are 330,000 problem drug users in England. They are estimated, based on research covering the 2003-04 period, to cost society over £15 billion a year, £13.9 billion of which is due to drug-related crime. Fully one quarter of all problem drug users are hard-core offenders for whom drug treatment is ineffective and, indeed, whose offending has sharply increased after entering treatment. It is of particular concern that measures to cut problem drug use by young people are having limited effect. Preventing the young from descending into problem drug use is an essential part of bringing down the number of problem drug users in future. In 2008, the Government introduced a 10 year cross-departmental drug strategy to tackle problem drug use, which it defined as use of opiates (mainly heroin) and/or crack cocaine. The Home Office has overall responsibility for the strategy, with a number of other government departments and agencies, at national, regional and local levels, sharing responsibility for its delivery. Central and local government collectively spend £1.2 billion a year to deliver the measures set out in the strategy. Given the public money spent on the strategy and the cost to society it is unacceptable that there has not been sufficient evaluation of the programme of measures in the strategy and that it is not known if the strategy is directly reducing the overall cost of drug-related crimes. Following a recommendation made by the National Audit Office, the Home Office has agreed to produce an overall framework to evaluate and report on the value for money achieved from the strategy, with initial results from late 2011.
