This book collects stories and images of Dar es Salaam and Berlin that explore the theme of urban heritage from below. Based on interviews with local people in both cities, the stories were collaboratively written, exchanged and edited during two joint summer schools held at Ardhi University in Dar es Salaam and the Technical University Berlin in 2016. While some of the stories may seem naive or even banal at first glance, in aggregate they produce rich portraits of urban life and raise political questions about the right to the city and its histories as well as foregrounding shared themes such as migration, land ownership and urban development. We hope the parallels and contradictions, similarities and differences contained in the narratives will provoke a new perspective on how to define urban heritage. Only through extended dialogues about the pasts, presents and futures of these and other cities, can we construct a broad people-centred definition of cultural values of cities beyond formalistic or bureaucratic approaches: a definition that includes the cultural practices of all citizens as well as an appreciation of specific physical places. Das vorliegende Buch stellt Geschichten und Fotografien aus den Städten Dar es Salaam und Berlin, die das Thema des städtischen Erbes ‚von unten’ erforschen, vor. Auf der Grundlage von Interviews mit Einwohnern aus beiden Städten wurden die vorliegenden Erzählungen in zwei gemeinsamen Sommerschulen, die im Jahr 2016 an der Ardhi Universität in Dar es Salaam und der Technischen Universität Berlin stattfanden, notiert, ausgetauscht und editiert. Während einige der Geschichten auf den ersten Blick eher naiv oder banal erscheinen, erstellen sie in der Zusammenschau ein reichhaltiges Porträt des städtischen Lebens und erheben politische Fragen u.a. über das Recht auf die Stadt und ihre Geschichten. Des Weiteren machen die Erzählungen auf die thematischen Schnittmengen, wie Migration, Landbesitz und Stadtentwicklung, aufmerksam. Wir hoffen, dass die Parallelen und Widersprüche, Gemeinsamkeiten und Unterschiede in den Erzählungen eine neue Perspektive auf die Festlegung des städtischen Erbes hervorbringen. Nur durch erweiterte Diskussionen über die Vergangenheit, Gegenwart und Zukunft zu diesen und anderen Städten können wir eine offenere, am Menschen orientierte Definition von städtischen Kulturwerten, jenseits formalistischer oder bürokratischer Ansätze, konstruieren: eine Definition, die die Anerkennung der kulturellen Praktiken aller Einwohner und die jeweils spezifischen physischen Orte umfasst.

In often dreamlike peregrinations around his home towns of Liverpool, London and New York Andy Merrifield reflects on what cities mean to us and how they shape the way we think. As he wanders, Merrifield’s reveries circle questions: Can we talk about cities in the absolute, discovering their essence beneath the particulars? Andy Merrifield is the author of ten books including works on urbanism and social theory such as The New Urban Question and Magical Marxism, biographies of Henri Lefebvre, Guy Debord and John Berger, a popular travelogue, The Wisdom of Donkeys, and a manifesto for liberated living, The Amateur. While participatory development has gained significance in urban planning and policy, it has been explored largely from the perspective of its prescriptive implementation. This book breaks new ground in critically examining the intended and unintended effects of the deployment of citizen participation and public consultation in neoliberal urban governance by the Indian state. The book reveals how emerging formats of participation, as mandatory components of infrastructure projects, public–private partnership proposals and national urban governance policy frameworks, have embedded market-oriented reforms, promoted financialisation of cities, refashioned urban citizenship, privileged certain classes in urban governance at the expense of already marginalised ones, and thereby deepened the fragmentation of urban polities. It also shows how such deployments are rooted in the larger political economy of neoliberal reforms and ascendance of global finance, and how resultant exclusions and fractures in the urban society provoke insurgent mobilisations and subversions. Understanding Cities is richly textured, complex and challenging. Using spatial political economy as his most important reference point, Alexander Cuthbert both interrogates and challenges mainstream urban design and provides an alternative and viable comprehensive framework for a new synthesis.
