American democracy is commonly described as "majoritarian," but Robert W. Bennett argues that it is more usefully understood as "an extraordinary engine for producing conversation about public affairs" that involves essentially the entire adult citizenry. In Bennett's view, many central features of American democracy act as spurs to wide-ranging conversational interaction between the government and the governed. These included a separately elected executive, bicameralism, federalism, localism, single-member legislative districts, and heightened constitutional protection for speech and the press. Bennett asserts that the resulting democratic conversation plays an important role in holding the entire nation together and in inducing fidelity on the part of citizens to actions taken in its name.Bennett's groundbreaking conversational account also illuminates facets of American democracy which, he says, have heretofore "been blurry, if visible at all." He focuses on four puzzles of American democracy that can be "solved" through his approach. These are: lack of concern about the apportionment of the United States Senate; inattention to the anomalous political treatment of children; the perceived "counter-majoritarianism" of judicial review in enforcement of the U.S. Constitution; and the much-discussed paradox of voting: why do so many citizens vote when their individual ballots have almost no chance of changing election outcomes? Bennett also treats methodological questions of just what makes theories of complex social phenomena (like American democracy) more or less successful.

Returning to the landmark Brown v. All over the world democratic reforms have brought power to the people-but under conditions where the people have little opportunity to think about the power that they exercise. Do we want a democracy inspired by Madison or by Madison Avenue? A democracy animated by deliberation or by manipulation? This book examines each of the principal democratic theories and makes the case for a democracy in which the people offer informed judgments about politics or policy. It then goes on to show how this form of democracy can be made a reality. When the People Speak describes deliberative democracy projects conducted by the author with various collaborators in the US, China, Britain, Denmark, Australia, Italy, Bulgaria, Northern Ireland, and in the entire European Union. These projects have resulted in the massive expansion of wind power in Texas, the building of sewage treatment plants to China, the crafting of budget solutions in a region in Italy, and greater mutual understanding between Catholics and Protestants in Northern Ireland. The book is accompanied by a DVD of "Europe in One Room" by Emmy Award documentary makers Paladin Invision in London. The film recounts one of the most challenging deliberative democracy efforts with a scientific sample from 27 countries speaking 21 languages. Critics of deliberative democracy say that it will privilege the more educated or that the public is incompetent when it comes to understanding policy issues, and should not be consulted. Others argue that it will increase polarization. Fishkin offers rebuttals for each of these arguments. Combining theory and practice he shows how a more deliberative politics is both practical and compelling.

Journalist and historian Eric Alterman argues that the vast majority of Americans have virtually no voice in the conduct of U.S. foreign policy. With policymakers answerable only to a small coterie of self-appointed experts, corporate lobbyists, self-interested parties, and the elite media, the U.S. foreign policy operates not as the instrument of a democracy, but of a "pseudo-democracy": a political system with the trappings of democratic checks and balances but with little of their content. This failure of American democracy is all the more troubling, Alterman charges, now that the Cold War is over and the era of global capital has replaced it. Americans' stake in so-called foreign policy issues from trade to global warming is greater than ever. Yet the current system serves to mute their voices and ignore their concerns. Alterman concludes with a series of challenging proposals for reforms designed to create a truly democratic U.S. foreign policy.
