Despite three decades of vigorous efforts at deregulation across the government, regulation remains ubiquitous. It also continues to be unpopular because it forces individuals and businesses to do things—frequently costly and unpleasant things—that they don't want to do. If regulatory programs are to survive and remain effective, the challenge posed by their endemic unpopularity and political vulnerability must be met. Unlike much of the existing literature on regulation, Taming Regulation begins with the assumption that the government's capacity to utilize regulation as a policy tool is vital. The book examines the questions of how to make the inherently coercive aspects of regulation more politically acceptable in the present antiregulatory environment and how the legal and administrative challenges of reform in ongoing regulatory programs might best be approached. The authors explore these issues through a case study of administrative reform in the Superfund program. Chartered with an ambitious mission to clean up the nation's hazardous waste sites, Superfund was from its inception a uniquely aggressive and unpopular program. Yet despite the election in 1994 of a Republican Congress committed to fundamental changes in environmental regulation, the Superfund program weathered the storm and remains intact today. The authors credit this political and programmatic success to a series of artfully designed and orchestrated internal reforms that softened Superfund's implementation, thus increasing its political support while retaining its potent coercive tools. This book describes and assesses an emerging threat to states’ territorial control and sovereignty: the hostile control of companies that carry out privatized aspects of sovereign authority. The threat arises from the massive worldwide shift of state activities to the private sector since the late 1970s in conjunction with two other modern trends – the globalization of business and the liberalization of international capital flows. The work introduces three new concepts: firstly, the rise of companies that handle privatized activities, and the associated advent of "post-government companies" that make such activities their core business. Control of them may reside with individual investors, other companies or investment funds, or it may reside with other states through state-owned enterprises or sovereign wealth funds. Secondly, "imperfect privatizations:" when a state privatizes an activity to another state’s public sector. The book identifies cases where this is happening. It also elaborates on how ownership and influence of companies that perform privatized functions may not be transparent, and can pass to inherently hostile actors, including criminal or terrorist organizations. Thirdly, "belligerent companies," whose conduct is hostile to those of states where they are active. The book concludes by assessing the adequacy of existing legal and regulatory regimes and how relevant norms may evolve.

States, Debt, and Power argues for the importance of situating our contextually influenced thinking about European states and debt within a commitment to historically informed and critical analysis. It teases out certain broad historical patterns. The book also examines the inescapably difficult and contentious judgements about 'bad' and 'good' debt; about what constitutes sustainable debt; and about distributive justice at times of sovereign debt crisis. These judgements offer insight into the nature of power and the contingent nature of sovereign creditworthiness. Three themes weave through the book: the significance of creditor-debtor state relations in defining asymmetry of power; the context-specific and constructed character of debt, above all in relation to war; and the limitations of formal economic reasoning in the face of radical uncertainty. The violent protests in Lhasa in 2008 against Chinese rule were met by disbelief and anger on the part of Chinese citizens and state authorities, perplexed by Tibetans’ apparent ingratitude for the generous provision of development. In Taming Tibet, Emily T. Yeh examines how Chinese development projects in Tibet served to consolidate state space and power. Drawing on sixteen months of ethnographic fieldwork between 2000 and 2009, Yeh traces how the transformation of the material landscape of Tibet between the 1950s and the first decade of the twenty-first century has often been enacted through the labor of Tibetans themselves. Focusing on Lhasa, Yeh shows how attempts to foster and improve Tibetan livelihoods through the expansion of markets and the subsidized building of new houses, the control over movement and space, and the education of Tibetan desires for development have worked together at different times and how they are experienced in everyday life. The master narrative of the PRC stresses generosity: the state and Han migrants selflessly provide development to the supposedly backward Tibetans, raising the living standards of the Han’s “little brothers.” Arguing that development is in this context a form of “indebtedness engineering,” Yeh depicts development as a hegemonic project that simultaneously recruits Tibetans to participate in their own marginalization while entrapping them in gratitude to the Chinese state. The resulting transformations of the material landscape advance the project of state territorialization. Exploring the complexity of the Tibetan response to—and negotiations with—development, Taming Tibet focuses on three key aspects of China’s modernization: agrarian change, Chinese migration, and urbanization. Yeh presents a wealth of ethnographic data and suggests fresh approaches that illuminate the Tibet Question.
