This concise monograph introduces and examines social influence from the perspective of the so-called target, rather than from the source, thus providing for the first time a bidirectional account of this pervasive social phenomenon, further bridging simple micro-level dyadic interaction rules with macro-level properties of the (social) system. This integrative approach allows for advanced models of influence to be developed in both the social and natural sciences (e.g. social animals). In particular, when used to investigate emergent properties of social change, this approach shows that social transitions occur as “bubbles of new” in the “sea of old.” While in the traditional view influence is synonymous with achieving power and control over others, the present approach to social influence puts the emphasis on the target’s motives and strategies. Here, the target may actively seek out influence to help forge opinions and achieve guidance regarding courses of action. In this process, the target observes others, models their thought and behavior, and asks for information and opinions. In this broadened perspective, the processes of social influence enables those being influenced (the targets) to use the knowledge and processing capacity of influence sources to maximize their access to information, minimize their processing effort, while optimizing their own functioning and that of the social system in which they evolve. This short text addresses above all scientists interested in social influence in the fields of psychology, sociology, economy, marketing, and biology. There have been calls to revisit the experiences of TB screening campaigns that were widely applied in Europe and North America in the mid-20th century, as well as more recent experiences with TB screening in countries with a high burden of the disease, and to assess their possible relevance for TB care and prevention in the 21st century. In response, WHO has developed guidelines on screening for active TB. An extensive review of the evidence has been undertaken. The review suggests that screening, if done in the right way and targeting the right people, may reduce suffering and death, but the review also highlights several reasons to be cautious. As discussed in detail in this book, there is a need to balance potential benefits against the risks and costs of screening; this conclusion is mirrored by the history of TB screening. This publication presents the first comprehensive assessment by WHO of the appropriateness of screening for active TB since the recommendations made in 1974 by the Expert Committee. However, the relative effectiveness and cost effectiveness of screening remain uncertain, a point that is underscored by the systematic reviews presented in this guideline. Evidence suggests that some risk groups should always be screened, whereas the prioritization of other risk groups as well as the choice of screening approach depend on the epidemiology, the health-system context, and the resources available. This book sets out basic principles for prioritizing risk groups and choosing a screening approach; it also emphasizes the importance of assessing the epidemiological situation, adapting approaches to local situations, integrating TB screening into other health-promotion activities, minimizing the risk of harm to individuals, and engaging in continual monitoring and evaluation. It calls for more and better research to assess the impact of screening and to develop and evaluate new screening tests and approaches.

Target balances are the largest single item in some of the balance sheets of the Eurosystem’s national central banks (NCBs), and yet very little is known about them by the general public and even by economists. This book shows that Target balances measure overdraft credits between the NCBs that resemble ordinary fiscal credit and which have grown disproportionately, exceeding one billion euros. There is, however, no parliamentary legitimation for the Target balances. The book sheds light on the economic significance of the balances, questions their limitlessness, and addresses controversial views that have been expressed regarding them. It uses the Target statistics to analyze the course of the euro crisis and the ECB’s policy reactions from the time of the Lehman bankruptcy up to the outbreak of the Corona crisis. It analyses the credit risks involved for the Eurosystem and concludes with a reform proposal. This book will be of interest to non-specialist economists and policy makers.
