Significant literature exists on all types of interoperability, with the common refrain being that more and better interoperability is needed. And, with few exceptions in recent decades, the United States tends to engage with multinational partners and allies in military operations, thus bringing multinational interoperability to the fore. So, with all this interest, why is the United States not interoperable when and how it wants? There are several reasons, including a lack of understanding of the significant resources that interoperability takes, a reluctance to expend time and money when the value of doing so is not clear, and a one-size-fits-all attitude toward finding solutions. This report looks at what motivations exist for building interoperability and defines a reasonable framework from which to work if and when interoperability needs and investments meet strategic language. The framework proposed has three main parts. First, the authors catalogued nearly 200 programs into ten categories, which comprise "activities" that in one way or another increase interoperability between the United States and its partners. Those activities help to build five main interoperability "outputs": having common equipment, sharing the art of command, having individual interoperability, having interoperable communication and information systems equipment, and having interoperable processes. The "outcomes" are what those outputs lead to. Those are predicated on having specific abilities to share services between at least two partners. The framework necessarily stops short of broader operational outcomes-like winning a war or deterring conflict-as the basic interactions that translate interoperability into qualitative goals of legitimacy or deterrence are not known

This book constitutes the proceedings of the 5th International IFIP Working Conference on Enterprise Interoperability (IWEI 2013), held in Enschede, The Netherlands, during March 27–28, 2013. The theme for IWEI 2013 was “Information Services and Processes for the Interoperable Economy and Society.” The 15 full papers presented in this volume were carefully selected from 35 submissions. The selection was based on a thorough review process, in which each paper was reviewed by at least three experts in the field. The papers are representative of the current research activities in the area of enterprise interoperability and are grouped into six sections: enterprise service interoperability, enterprise interoperability in sectors, interoperability methodology, interoperability for specific application types, strategic and tactical aspects of enterprise interoperability, and ontology-based interoperability. Enterprises and organizations of any kind embedded in today's economic environment are deeply dependent on their ability to take part in collaborations. Consequently, it is strongly required for them to get actively involved for their own benefit in emerging, potentially opportunistic collaborative enterprise networks. The concept of “interoperability” has been defined by INTEROP-VLab as “The ability of an enterprise system or application to interact with others at a low cost in a flexible approach”. Consequently, interoperability of organizations appears as a major issue to succeed in building on the fly emerging enterprise networks. The International Conference on Interoperability for Enterprise Systems and Applications (I-ESA 2014) was held under the motto “interoperability for agility, resilience and plasticity of collaborations” on March 26-28, 2014 and organized by the Ecole des Mines d’Albi-Carmaux, France on behalf of the European Laboratory for Enterprise Interoperability (INTEROP-VLab). On March 24-25, co-located with the conference eight workshops and one doctoral symposium were held in four tracks complementing the program of the I-ESA’14 conference. The workshops and the doctoral symposium address areas of greatest current activity focusing on active discussions among the leading researchers in the area of Enterprise Interoperability. This part of the conference helps the community to operate effectively, building co-operative and supportive international links as well as providing new knowledge of on-going research to practitioners. The workshops and doctoral symposium aimed at exploiting new issues, challenges and solutions for Enterprise Interoperability (EI) and associated domains of innovation such as Smart Industry, Internet-Of-Things, Factories of the Future, EI Applications and Standardisation. These proceedings include the short papers from the I-ESA’14 workshops and the doctoral symposium. The book is split up into 9 sections, one for each workshop and one for the doctoral symposium. All sections were organized following four tracks: (1) EI and Future Internet / Factory of the Future; (2) EI Application Domains and IT; (3) EI Standards; (4) EI Doctoral Symposium. For each section, a workshop report is provided summarizing the content and the issues discussed during the sessions. The goal of the first track was to offer a discussion opportunity on interoperability issues regarding the use of Internet of Things on manufacturing environment (Workshops 1 and 3) on one hand, and regarding the potential of innovation derived from the use of digital methods, architectures and services such as Smart Networks (Workshops 2 and 4) on the other hand. The second track focused on particular application domains that are looking for innovative solutions to support their strong collaborative needs. Thus, the track developed one workshop on the use of EI solution for Future City-Logistics (Workshop 5) and one on the use of EI solutions for Crisis / Disaster Management (Workshop 6). The third track studied the recent developments in EI standardization. Two workshops were dedicated to this issue. The first one has proposed to focus on the management of standardization (Workshop 8) and the second one has chosen to work on the new knowledge on standardization developments in the manufacturing service domain (Workshop 9). The last track, the doctoral symposium presented research results from selected dissertations. The session discussed EI knowledge issues, notably in terms of gathering through social networks or Internet of Things and of exploitation through innovative decision support systems.

This book presents fundamental concepts and technologies to tackle interoperability between information systems. It details interoperability at the data, service, and process level, and combines theoretical foundations with hands-on presentation of technologies to enable the development of sound and practical integration. Chapter 1 details general interoperability challenges and describes the structure of the book. To start with, Chapter 2 presents technologies for the exchange of data between two selected and highly relevant data formats, i.e., relational databases and XML. Next, Chapter 3 explains concepts for schema matching and mapping and data integration as well as the technological basis for implementing them based on query and transformation languages like XPath and XSLT. Chapter 4 then turns to service interoperability and explains two related technologies -- REST and GraphQL -- in detail. In Chapter 5, fundamentals for designing process orchestrations at the conceptual level are presented, focusing on how to model process orchestrations and how to verify their correctness and soundness, and showing BPMN as the de facto modeling standard. Chapter 6 then details the concepts and languages for the implementation of process orchestrations, including the presentation of execution languages for process orchestrations that are equipped with a formal semantics, e.g., Workflow Nets, the Refined Process Structure Tree, and CPEE Trees. Subsequently, Chapter 7 focuses on the growing number of distributed, loosely coupled, and often non-interoperable applications through the concepts of enterprise application integration and explains these by an implementation in CPN Tools and by two case studies. Eventually, Chapter 8 is lifting the orchestration and integration concepts and technologies to the choreography level by dealing with the interoperability between different process orchestrations. Chapter 9 concludes the book by featuring success factors for interoperability projects. It also provides a range of open research directions for interoperability such as compliance, sensor fusion, and blockchain technologies. The book is mainly intended as a textbook to be used for developing and teaching courses on interoperability and integration. To this end, it is accompanied by a Web site with additional teaching materials. It also spans a bridge from researchers to graduate students and practitioners by providing a deep understanding on practical interoperability challenges and solutions. The focus here is put on de facto standards and open-source systems and tools to enable interoperability solutions at low cost.
