EU member states have seen high levels of unemployment in recent years especially amongst young people. At the same time the fiscal crisis of welfare states has made it difficult for them to invest in new jobs and new economic growth. The EU, at least since the enactment of the Amsterdam treaty, has had a focus on how to support member states’ development of an employment policy which aims for higher levels of participation, lower levels of unemployment and more gender equal approaches. Through exploring patterns in the recent development of financing and governance of social services and developments of social services and employment in the Czech Republic, Denmark, Germany and the UK, this volume provides readers with new knowledge and evidence of the options regarding social innovation in social services. Why were European economies able to pursue the simultaneous commitment to full employment and welfare state expansion during the first decades of the postwar period and why did this virtuous relationship break down during recent decades? This book provides an answer to this question, by highlighting the critical importance of a political exchange between unions and governments, premised on wage moderation in exchange for the expansion of social services and transfers. The strategies pursued by these actors in these political exchanges are influenced by existing wage bargaining institutions, the character of monetary policy and by the level and composition of social policy transfers. The book demonstrates that the gradual growth in the fiscal burden has undermined the effectiveness of this political exchange, lowering the ability of unions' wage policies to affect employment outcomes.

This paper combines both micro and macro approaches to identify the drivers of (un)employment and inactivity in Luxembourg. The young, low-skilled, and non-EU migrants are found to be the most vulnerable groups in the labor market. In addition to skills mismatches, work disincentives embedded in the tax-benefit system constitute a factor explaining structural unemployment. High unemployment of young and low-skilled workers reflects substantial unemployment traps, while disincentives for second earners (respectively the generosity of the pension system) contribute to lower labor market participation of women (respectively seniors). Further reduction of structural unemployment requires better integration of vulnerable groups into the labor market and improved targeting of benefits to make work more rewarding.

The book is the first major study to examine the implications of differences in welfare regimes for the experience of unemployment in Europe. It is concerned with three central questions about the way such regimes affect the experience of unemployment. The first is how far they protect the quality of life of unemployed people with respect to living standards and the experience of financial hardship. The second is their role in mediating the impact of unemployment on the individual's longer-term position in the labour market, addressing the issue of how far they help to prevent progressive marginalization from the employment structure as a result of motivational change, skill loss or the growth of discriminatory barriers. The third is how far such regimes mediate the impact of unemployment on social integration in the community, for instance with respect to the maintenance (or rupture) of social networks and the degree of psychological distress experienced by the unemployed. The book is the product of a major cross-cultural research programme, funded by the European Union (TSER), bringing together teams from eight countries. The emphasis has been on rigorous comparison rather than the all-too-frequent separate country analyses, which usually provide data which differs in format from one country to another. In addition to a systematic comparison of national data sources, it has been able to make use of a new important data source (the European Community Household Panel) produced by Eurostat which provides directly comparable information for all EU countries. The study shows that institutional and cultural differences have vital implications for the experience of unemployment. While welfare policies affect in an important way the pervasiveness of poverty, it is above all the patterns of family structure and the culture of sociability in a society that affect vulnerability to social isolation. The book concludes by developing a new perspective for understanding the risk of social exclusion.

Hours worked vary widely across countries and over time. In this paper, we investigate the role played by taxation in explaining these differences for EU New Member States. By extending a standard growth model with novel data on consumption and labor taxes, we assess the evolution of trends in hours worked over the 1995-2017 period. We find that the inclusion of tax rates in the model significantly improves the tracking of hours. We also estimate the elasticity of hours (and its different margins) to quantify the deadweight loss introduced by consumption and labor taxes. We find that these taxes explain a large share of labor supply differences across EU New Member States and that the potential gains from policy actions are noteworthy.
