This report explores the effects of teacher professionalization on elementary and secondary teachers in the United States. The analysis examines the relationships between a set of characteristics traditionally associated with professions and professionals and teachers' commitment to their teaching careers. The report focuses on the following professional characteristics: (1) credentials--use of professional criteria for hiring teaching job candidates; (2) induction--provision of mentoring programs for beginning teachers and the effectiveness of assistance provided to new teachers; (3) professional development--extent of participation in activities sponsored by professional teaching organizations, and financial support; (4) authority--faculty influence over school policymaking and the degree of teachers' individual autonomy within their classrooms; and (5) compensation--the highest salary levels offered by schools. The data source was the 1990-91 Schools and Staffing Survey (SASS). Data analysis revealed that four characteristics in particular were associated with commitment: teacher classroom autonomy, faculty policymaking influence, effectiveness of assistance for new teachers, and teachers' maximum end-of-career salaries. In contrast, several traditional indicators of teacher professionalization were not associated with higher teacher commitment: use of professional criteria for hiring teaching job candidates, financial support for teachers' continuing education, and participation in activities sponsored by professional teaching organizations. Workplace conditions in schools have been a topic of concern and debate for several years. Recent and current studies link working conditions and teacher commitment as direct factors, which impact teaching and learning. Ultimately, the commitment of teachers is either enhanced or stifled by such conditions. This research was a descriptive study of workplace conditions, teaching, and learning. the procedure used in the study was a descriptive survey. the instrument used in questionnaire form, the Keys to Excellence in Your School, was administered to teachers and support staff. the instrument identified the factors, which are considered most important in the educational environment, for quality education to occur. Those factors are: specific goals, objectives, priorities, and expectations. the study also identified which factors are the most essential components or determinants, which influence job satisfaction, commitment to the teaching profession, and student learning. A total of fifty-four questionnaires were circulated. A total of thirty questionnaires were returned and utilized in the study, as they met the required deadline. No survey received after the deadline was included in this study. An indication of a proportionate representation of the population was apparent. the study tested the null hypothesis and explored certain questions. Respondents indicated a lack of commitment from administration, support from the school board, and cooperation from fellow teachers to improve the learning environment for students. Although there were apparent differences in many areas, all respondents agreed that communication of goals and expectations was very clear. This study also showed significantly low indicators in the area, which supports teaching and learning. It was concluded that veteran teachers were more committed to the profession, but not necessarily to the process. Those relatively new to the profession, make career moves mainly because of the process and working conditions. Some of the recommendations included improving the quality of the workplace, maximizing necessary resources for schools/classrooms, providing state of the art training, giving teachers autonomy and efficacy, mutual respect and collaboration, and decent wages. the study provided invaluable information that indicated the impact of working conditions on student learning, teaching, and commitment.

Purpose. The purpose of this study was to investigate the relationship of teacher empowerment to beginning and veteran teachers' commitment to the teaching profession. Research questions. (1) Are there differences in the perceptions of the overall level of empowerment between beginning teachers and veteran teachers? (2) Do the perceptions of teachers' level of empowerment relate to their perceptions of commitment to the teaching profession? (3) Do veteran and beginning teachers differ in their perceptions of their level of empowerment, based on the School Participant Empowerment Scale (SPES), and teacher commitment, based on the Organizational Commitment Questionnaire (OCQ)? (4) What do beginning teachers perceive to be the role of school leaders in increasing the beginning teachers' sense of empowerment and commitment to the teaching profession? (5) What support do veteran teachers need from school leaders over time to impact their commitment to the teaching profession? Procedures. Of the randomly selected sample of 300 beginning teachers and 300 veteran teachers in the study, 153 beginning teachers and 188 veteran teachers completed the School Participant Empowerment Scale, the Organizational Commitment Questionnaire, and a demographic form. Twelve beginning teachers and 12 veteran teachers were interviewed to provide qualitative data. The Cronbach's Coefficient Alpha, Spearman's Rank Correlation, analysis of covariance (ANCOVA), and Wilcoxon Rank Sum Test were used to address the research questions. Results. There was a statistically significant difference in the perceptions of overall empowerment between beginning and veteran teachers, and no statistically significant relationship between perceptions of empowerment and perceptions of commitment. There was no relationship between commitment and veteran teacher status and no statistically significant difference between beginning and veteran teachers with respect to perceptions of commitment. However, there was a significant difference between beginning and veteran teachers on all SPES subscales. Themes from the qualitative data regarding how leaders can build empowerment and commitment are: (a) Flexibility, (b) Freedom, (c) Voice, (d) Support, and (e) Building Relationships.
