This article discusses the mission to strengthen the financial system of the Republic of Togo. The European Union Delegation and the Fiscal Affairs Department of the IMF signed a technical agreement with the Togolese government. This chapter presents policy statement on IMF technical assistance (TA) programs. The TA programs provide a cooperative framework for the sharing of knowledge and international experience, in a lasting manner, with member countries. The IMF seeks to provide technical assistance as efficiently and effectively as possible in its core substantive areas of competency namely macroeconomic policy formulation and management among others. Technical assistance is provided in a variety of forms. These include IMF staff missions from headquarters; the placement of experts for periods ranging from a few months to a few years. Technical assistance is provided only when requested by a country's authorities. Since the demand for such assistance normally exceeds the resources available from the IMF, a number of considerations are considered in prioritizing country requests. The IMF encourages member countries who have not yet done so to consider providing such complementary financial support to enhance the resources available for technical assistance, preferably in a manner that is as unrestricted as possible.

The A remote technical assistance (TA) mission to the Ministry of Economy and Finance (MEF) was conducted during ten days over the period of August 31–November 30, 2020.1 This activity was part of Cambodia’s participation in the Japan-funded Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) Project for selected Asian countries (JSA3)2. The overall goal of the JSA3 Project is to assist the MEF in strengthening compilation and dissemination of fiscal data in line with the GFS Manual 2014 and the PSDS: Guide for Compilers and Users to support macro-fiscal surveillance and decision making. The mission liaised with Mr. Alexandros Mourmouras, Director of the Capacity Development Office in Thailand (CDOT), Mr. Rifaat Basanti, the IMF Regional JSA3 GFS/PSDS Project Manager, Mr. Suhas Joshi, the IMF Regional Treasury Advisor—both in the CDOT, Mr. Yasuhisa Ojima, the IMF’s Resident Representative for Cambodia, and Ms. Magdalena Tomczynska-Smith, the IMF’s Budget Planning Advisor for Cambodia. The government is determined to restore control over public funds. The Fiscal Affairs Department (FAD) of the IMF had identified in 2014 the lack of effective bank reconciliations as a major impediment to achieving this objective and recommended measures to address this deficiency. Reconciling the accounting records with the RBM statements is a fundamental control over bank accounts to, among other things, establish the reliability of the records and to identify promptly any errors and irregularities. The Extended Credit Facility (ECF) incorporated prior actions related to bank reconciliations. This report summarizes the current status of bank reconciliations and makes recommendations for further and sustainable improvements in this area. This report also discusses the need to improve the accounting records, including bank reconciliations, in order that the Integrated Financial Management Information System (IFMIS) can be used effectively for fiscal reporting purposes.

This Technical Assistance report proposes a roadmap for completing the process of drafting and adopting an Integrated Legal Framework for Public Financial Management (PFM) in Zambia. The legal framework for PFM in Zambia is fragmented, and much of it is outdated. The government has prioritized a revision of the existing legal framework for PFM and national development planning. This revision will permit a range of important PFM reforms that are ongoing or planned to be incorporated within the legal framework. An updated legal framework would also permit other important improvements in current practices to be incorporated.
