The Technical Assistance Program (TAP) is authorized by Public Law 96-480 of 21 October 1980, known as the Stevenson-Wydler Technology Innovation Act of 1980. Functions include: to provide and disseminate information on federally owned or originated products, processes, and services having potential application to state and local governments and to private industry, and to provide technical assistance in response to requests from state and Government officials. It encourages the establishment of technical volunteer programs as a resource to complement and support domestic technology transfer activities. The TAP will use retirees and current employees to translate the products of the Naval Ocean System Center to state and local governments and to the private sector in a broker capacity. They will act as a transfer agent, on donated time, to match the requirements necessary to respond to technology transfer requests received. This report is provided as a guide on how to establish a TAP. All examples and forms are based on NAVOCEANSYSCEN instructions. Any Federal laboratory may adopt the program by simply revising the plan to suit their organization.

The Naval Ocean Systems Center is establishing a Technical Volunteer Service (TVS) that will offer personal-time opportunities for employees, retirees, and other Navy-related technical personnel to donate mission-developed skills for technical assistance to the civilian sector per Public Law 96-480. The TVS will work closely with the NOSC Office of Research and Technology Assessment (ORTA) to help carry out domestic technology transfer objectives. The methods employed will consist of field surveys of the NOSC and community situation to establish a viable Technical Assistance Program/Technical Volunteer Services (TAP/TVS). This technical document is intended as an introduction to the TAP/TVS for prospective and actual volunteers.

The Pennsylvania Technical Assistance Program (TAP) was designed to improve outcomes for students enrolled in Career and Technical Education (CTE). The TAP supports improved student achievement through the implementation of professional development activities designed to improve school leadership and instructional practices. This qualitative, case study examined the perceptions of teachers (N=530) in TAP Cohort 1 schools during their fourth year of participation. A researcher-developed, paper survey was designed to gain a broad understanding of teachers' perceived capacity to affect students vis-à-vis the integration of numeracy and literacy strategies in the classroom. This study has documented that perspectives about CTE in Pennsylvania are changing as a result of TAP. Teachers reported their efforts to change instructional practices to improve student outcomes and address workforce development. The TAP has resulted in changes in practice that demonstrate the significance of CTE in Pennsylvania as an essential system within the larger educational system in Pennsylvania. This study documented the perceptions of teachers and their beliefs that CTE in Pennsylvania is in the process of reform. Because this is a Pennsylvania-specific reform initiative, the results of the study cannot be generalized to other states. The results can be generalized, however, to all CTE schools in Pennsylvania, whether or not they participate in the TAP. The results of the study can be used by the Pennsylvania Department of Education and Pennsylvania policy makers to determine future directions for CTE professional development activities.
