In the Mediterranean and the Black Sea, the assessment of demersal stocks mainly relies on scientific surveys (bottom and beam trawl) while the assessment of pelagic stocks is essentially based on acoustic surveys using acoustic techniques with mid-water trawling. These routine surveys-at-sea provide essential information, which in turn are crucial to fine-tune the assessments of the status of resources and to estimate more precisely indicators at the population and fish community levels. However, survey practices differ from one subregion to another, each approach having its own strengths and limitations. In addition, there is still a lack of large-scale standardized surveys aimed at analysing the diversity and distribution of the main demersal and pelagic species across the Mediterranean and the Black Sea. One way of tackling this issue is to carry out international scientific surveys covering the main demersal and pelagic stocks based on a common methodology. The methodology presented in this publication aims at supporting the planning and implementation of regional demersal (bottom and beam) trawl and pelagic acoustic surveys. It can be useful for the implementation of new surveys-at-sea in areas where demersal trawl and pelagic acoustic surveys are not regularly carried out. It can also contribute to increasing comparability between existing surveys thanks to the standardization of methods, sampling of catches and data recording and analysis. Finally, it represents a valuable tool to define minimum requirements towards sustainability and management objectives at the regional and subregional level.

Recent decades have seen significant changes in the biota of the Mediterranean and the Black Sea due to the introduction of non-indigenous species. Reliable scientific data on the dynamics of their distribution and abundance are essential to understand their ecological and economic effects. This review – in addition to providing images and descriptions of relevant species to aid in identification – presents a unique historical and regional perspective on these species’ impacts, based on many years’ worth of research. The Black Sea’s primary invaders come from the Mediterranean. Species like the comb jelly Mnemiopsis leidyi have caused major declines in biodiversity in the region by crippling key segments of the food chain. Similar results have been noted in the Marmara Sea, a crucial water exchange point located between the Aegean Sea and the Black Sea. Infiltration into the Mediterranean comes from both the east and west – with Lessepsian species passing through the Suez Canal and fish and invertebrate species originating from the Atlantic expanding their ranges. As of the publication of this review, over 900 non-indigenous species have been reported in the Mediterranean and almost 300 in the Black Sea, with these numbers expected to rise in the future. Numerous Lessepsian fishes are commercially relevant and have been absorbed into local markets, particularly in the eastern Mediterranean region. While these species are targeted through various fishing techniques, many others are simply discarded due to a lack of value and there are even some, such as lionfishes, pufferfishes and several species of jellyfishes, that present immediate dangers to human health. Stewardship of native species, regional cooperation on the enforcement of legal measures, increased public awareness and the creation of marine protected areas are thus essential to minimize and reduce the impacts of non-indigenous species both in the Mediterranean and the Black Sea.

This report presents the outcomes of the twenty-first session of the Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held in Cairo, Egypt, from 24 to 27 June 2019. This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

The 2018 edition of The State of Mediterranean and Black Sea Fisheries (SoMFi 2018), the flagship publication of the GFCM, provides a comprehensive overview of regional and subregional trends in Mediterranean and Black Sea fisheries. Bringing together data and indicators submitted by GFCM contracting parties and cooperating non- contracting parties on stock status, national catches, fleet and socio-economic aspects as well as information obtained from other sources, SoMFi 2018 aims to provide objective, reliable and up-to-date information to a wide audience and support decision-making in fisheries. SoMFi 2018 is divided into eight chapters. The first analyses the current composition of the fishing fleet, including information on fleet capacity, vessel types and age classes. The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. SoMFi 2018 also provides the most detailed assessment yet of the state of fishery resources in the region. It shows the current status of the stocks, including those most at risk from overfishing, and looks at related issues like discards and incidental catches of vulnerable species. Marine recreational fisheries are an integral part of Mediterranean and Black Sea coastal life and are commonly practiced throughout the region. Recreational fisheries also represent an important driver of coastal tourism, which constitutes one of the region’s most important maritime sectors in terms of gross value added and employment. However, despite their ubiquity and potential socio-economic contribution, recreational fisheries are a data-poor sector and can vary widely from one country to another, thus impairing proper consideration of the recreational fisheries sector in policy-making and undermining efforts towards sustainable fisheries management at the regional level. The main goal of this handbook is therefore to provide a clear methodological framework to allow Mediterranean and Black Sea countries to implement suitably harmonized sampling and survey monitoring schemes for recreational fisheries. This handbook establishes a minimum set of necessary information for monitoring recreational fisheries, while, at the same time, allowing for flexibility to accommodate national specificities and data collection needs. It also provide guidance on the data analysis process as well as advice to successfully engage stakeholders in the data collection process.

In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau
