This book explores developmental policymaking across the multiple levels of Mexico’s contemporary state, arguing that many of the innovations in industrial policy have been driven at the subnational level. In the three decades since Mexico’s neoliberal turn in its political economy, subnational units of government have taken a lead in industrial transformation, galvanising policy from below. With most literature on new developmentalism focusing on the national level, this book is an important exploration of the differentiated and rewarding results that may be found below the state’s centre. Based on an original dataset of written and oral interviews gained from national and subnational governmental units of industrial policymaking in Mexico, the book shows how attribution and power are diffused across the contemporary state’s multiple levels. Notable subnational projects explored by the book include public-private collaboration, productive investments and an interesting array of incentives targeted towards industrial upgrading and innovation. The book concludes by providing a distinctive and systematic comparison between subnational units from different countries in Latin America and further afield, in order to assess the commonalities of developmental roles and policies. Em 2021 faz 30 anos que a Lei de Arquivos foi promulgada. Suas normas instituíram a autoridade arquivística nacional, prevendo a criação do Conselho Nacional de Arquivos (Conarq), órgão que tem a função de formular a política nacional de arquivos, no âmbito do Sistema Nacional de Arquivos (SINAR). Em paralelo, as funções do Arquivo Nacional, instituição existente desde o século XIX, foram ressignificadas, atribuindo-se a esse órgão novas competências, como a de acompanhar e implementar a política nacional de arquivos. A essas inovações no âmbito federal, seguiram-se inovações nos âmbitos estadual e municipal, que também procuraram, embora nem sempre com êxito, instituir seus respectivos conselhos e sistemas arquivísticos. O presente livro tem por objetivo oferecer ao leitor um balanço das iniciativas decorrentes dessas mudanças, tomando como exemplo o estado de Minas Gerais. Nessa unidade da federação constata-se, desde a década de 1990, a promulgação de leis a respeito das políticas públicas arquivísticas e respectivas diretrizes de implementação. As pesquisas apresentadas abordam diferentes instituições, quer no âmbito federal, estadual e municipal, dos poderes executivo, legislativo e judiciário. Embora haja casos de sucesso em termos de implementação de políticas institucionais arquivísticas, a avaliação geral é que as determinações previstas nas normas que começaram a ser exaradas há três décadas ainda enfrentam muitas dificuldades de efetivação. As razões desse fracasso são complexas, cabendo destacar a dificuldade de o Arquivo Nacional se ajustar ao que está previsto na Lei de Arquivos, como autoridade arquivística, tanto pela ausência de representações regionais desse órgão, como por uma arquitetura institucional que acaba restringindo seu campo de ação ao Poder Executivo Federal. Outros fatores não menos importantes para se compreender as dificuldades de implementação das leis arquivísticas dizem respeito à incompreensão dos gestores públicos frente às inovações avançadas por esses dispositivos legais. Uma das rupturas mais significativas da legislação arquivística contemporânea diz respeito aos acréscimos de novas funções e competências aos arquivos públicos. Além de se constituírem como instituições de custódia de fundos arquivísticos de órgãos públicos, na esfera de poder a que estão vinculados, espera-se atualmente que os arquivos públicos também formulem e coordenem programas de gestão de documentos. Essa última iniciativa implica que os arquivos públicos sejam reconhecidos como autoridade arquivística dos órgãos da administração direta e indireta, velando pela competente produção, classificação e avaliação dos documentos analógicos e digitais dessas instituições. Portanto, no contexto de promulgação da legislação em questão, os arquivos públicos se tornam instituições híbridas, desempenhando as ancestrais funções culturais e científicas a eles atribuídas, somadas às novas funções como agentes ativos de busca da eficiência e transparência da administração pública. Eis, em poucas palavras, o objetivo deste livro: revelar como, por meio da gestão de documentos e do acesso às informações neles contidas, os serviços arquivísticos são pilares da democracia e da cidadania.
